Yes the r/v can still happen and be announced by Shabibi before the FI Law has been passed but my own thoughts are the FI Law will be announced and in the same announcement made by Maliki he will slip in the r/v at the end of the speech.
When? Looks like when they get back from their hols unfortunately.

Director of Iraq Project and Contracting Office reports progress in Iraqi reconstruction, business and job growth

James Crum, Director of the Iraq Project and Contracting Office (PCO), reports on the growth of Iraqi businesses, jobs and the progress of Iraq's reconstruction.
"For the past three years solid progress has been made to rebuild Iraq's critical infrastructure. All of Iraq's industrial sectors - oil, water, electrical power, education, agriculture, buildings and facilities, and security - have benefited from the United States' investment in their economic revitalization and reconstruction."
Oil
"The oil industry is now producing above 2002 levels. Substantial investments have been made in the entire oil infrastructure system to help provide long-term stability, such as improvements to oil wells, pipelines and oil-refinement facilities."
Water and Sewage
"U.S. assistance has significantly improved water and sewage services for Iraqis. In April 2003, when the U.S. Army Corps of Engineers hit the ground, it was clear that many of the country's water treatment plants were in serious disrepair and that many Iraqis received water that was contaminated or inadequately treated."
Since then, completed U.S projects have increased potable water availability to an estimated 4.2 million additional residents and an estimated 5.1 million additional people have access to sewage treatment, according to Crum. "These numbers will continue to grow as more water treatment facilities become operational."
Electricity
U.S. projects have added or restored some 2,700 Megawatts of electrical generation capacity to Iraq's electrical grid. Peak electricity generation in Iraq is currently around 4,900 megawatts compared to an average of 4,300 in 2002, Crum stated.
"In the pre-war period, Baghdad received a greater share of electricity at the expense of the rest of the country. Power is more equitably distributed today, and on average Iraqis outside of Baghdad receive more hours of power than before the war. The residents around the country are receiving 12 to 14 hours of electricity, and those in and around Baghdad are receiving up to 8 hours of electrical power during the summer's high demand period."
Education
Regarding Iraqi education, Crum stated that hundreds of thousands of Iraqi schoolchildren are now attending new and refurbished schools while learning through a revamped curriculum.
Security
Hundreds of law enforcement and border police facilities have been built; the new Iraqi Army is also being trained in an equally new environment, Crum added.
Employment
"One of the key elements that enables Iraq to stand on its own is a strong and growing workforce. Since our arrival in 2003, there have been 30,000 new businesses created - many of these are small businesses and micro-enterprises. This is wonderful."
According to Crum, the industry with the fastest job growth is the agricultural sector - particularly in date palms and wheat, which have become Iraq's largest export crops.
Reconstruction's Progress
Crum emphasized that the Iraq reconstruction effort is making a difference in the life of the average Iraqi.
"The proof is in their actions: Iraqi mothers and fathers are sending their children to new schools, they are enjoying clean water and better sanitation in the streets, they are demanding air conditioners and other appliances...Iraqis are enjoying the widespread use of cell phones and can now call an ambulance or police car in many areas when they need emergency services."
More than 3,500 projects have been started in Iraq; more than 2,800 of these have been completed and the remainder are under construction, according to Crum.
"This rebuilding program is an effort to build a foundation for freedom for the Iraqis. The original goal was not to rebuild their whole society, but rather to provide a fresh start for them to continue to build upon. The future is in their hands," Crum concluded._________________________________________

International oil firms ready to invest in Iraq: minister

BAGHDAD - International oil companies have shown “serious willingness” to help develop Iraq’s oil industry, the country’s oil minister said on Sunday after a trip to the United States.
Speaking before parliament to discuss the United Nations plan for an “International Compact” to develop the Iraqi economy, Hussein Shahristani said he met with several international oil companies, though the country’s new investment legislation would not allow them to invest in upstream activities.
“Most of the companies have shown a serious willingess to help and to work with Iraqi oil companies and on their own” to develop the industry, he said.
“We are hoping the International Compact will give a chance to many more companies to come and cooperate with us to develop Iraq’s oil fields.”
Shahristani also described a pair of laws that were now before parliament to boost the sector, including the long-awaited Iraqi investment law.
“This law will allow the domestic and international private sector to invest in all fields of oil production, except for exploration and drilling for crude oil,” he said. “These areas are reserved for the Iraqi state.”
He added that the private sector could be involved in downstream activities such as refineries and distribution of refined products, as well as petrochemicals.
Under the previous regime of Saddam Hussein, Iraq’s massive oil reserves -- among the largest in the world -- were off limits to foreign investors.
Despite the plentiful oil reserves, a lack of refining capacity and persistent pipeline sabotage and pervasive corruption mean that Iraqis wait in long lines for gasoline.
Shahristani said moves were under way to expand the countries from which Iraq imports finished products, particularly from the ”east” -- suggesting Iran -- following the disruption of imports from Turkey and the Mediterranean.
A second law before parliament will allow the private sector to import finished products and operate gas stations.
Currently the government produces 10 million liters a day and imports another seven million liters, well short of an estimated daily demand of 22 million liters

I stayed away from this forum for a RECORD 24 hours! I'm SO excited about our Dinars that it took an enormous amount of SELF-CONTROL (which I have virtually NONE! ) for me to NOT check in.
My question is, after reading the last 8 pages, CAN the reval be announced with parliament being on hiatus for 30 days, (which is CRAP by the way! )
AND with all of the talk of 'SWITCHING UP' the ministries...CAN THEY take this 30 day break at all?

International Compact with Iraq focuses on Iraqi economy

On July 27 the Government of Iraq (GoI) and the United Nations (UN) announced the formal launch of the International Compact with Iraq.
International Compact with Iraq - Goals
According to a joint statement issued in New York, the Compact is an initiative of the GoI for a new partnership with the international community. During the next five years, the Compact - which is jointly chaired by the GoI and the UN with the support of the World Bank - will aim to unite the international community and multilateral organizations to help Iraq achieve its national vision.
The GoI envisions that in five years "Iraq shall be a united, federal and democratic country, at peace with its neighbors and itself, well on its way to sustainable economic self-sufficiency and prosperity and well integrated in its region and the world," the statement read.
To achieve its goal, the GoI has decided to work on:
political inclusion and consensus-building;
establishing professional security forces;
tackling corruption;
creating a transparent and efficient oil sector;
developing a solid budgetary framework;
and improving governance by building and consolidating effective national institutions.
Iraq's Economic Revival
The Compact primarily focuses on building a framework for Iraq's economic transformation and on Iraq's integration into the regional and global economy.
In their capacity as co-chairs, the GoI and the UN have appointed an executive committee that will also include the World Bank, the International Monetary Fund (IMF) and other regional financial institutions that will manage the process towards the adoption of the Compact. The Executive Committee will assist the Government to formulate a strategy for economic regeneration and fundamental reforms for integrating Iraq within the regional and global communities.
The co-chairs will also work with a preparatory group of countries and organizations to develop the Compact via a consultative process. In September, broader consultations with the international community will take place in New York at the next meeting of the UN General Assembly, followed by an update to finance ministers at the annual World Bank/IMF meeting in Singapore.
The finalized Compact, including key priorities, benchmarks and commitments, is expected to be presented by the GoI prior to the end of the year._________________________________________
