    All I could think of is it is just like in U.S., so many absentee politicians who are also freeloaders, so nothing new here. But at least they talked about hitting them in the pockets, in U.S., nothing happens. (g)

    I agree Mike, it would be nice if our politicians got a pay cut for every time they missed a meeting, or a vote. Maybe then, their pay scale would be closer to what it should be.

    Iraq's leaders have just months to mend their differences or see their country collapse, the speaker of Parliament told wrangling deputies on Wednesday after a car bomb caused dozens of casualties in the morning rush hour. Ethnic Kurds demanded Wednesday a new national flag to end a row over the Saddam-era version that has raised talk of Kurdish secession. But some members complained Parliament's agenda, on its first full session after a summer recess, failed to address urgent issues that may affect the nation's survival.

    Silencing one angry dissenter, Speaker Mahmoud al-Mashhadani told the assembly: "Let's start talking the same language. We have three to four months to reconcile with each other."

    "If the country doesn't survive this, it will go under."

    Among other pressing challenges Parliament faces are deadlines for determining how regions can win autonomy from Baghdad under a federal Constitution passed last year despite opposition from the Sunni minority.

    Officials in the dominant Shiite Alliance bloc said they had completed a draft of their proposals for a mechanism by which provinces can form federal regions.

    It was broadly in line with wording removed from the draft Constitution last year in the face of Sunni objections, an aide to senior Alliance member of Parliament Humam Hammoudi said.

    Many Sunnis fear regional independence may give Shiites in the south and Kurds in the north an unfair share of Iraq's oil.

    Eight people were killed and at least 38 wounded when a car bomb blasted a busy road in the mainly Shiite Qahira district of northern Baghdad during the morning rush hour, police said.

    Another 34 bodies were counted up in various parts of the capital over the past two days, police said, some of them bound and blindfolded - typical victims of sectarian kidnaps and murders.

    After what a US official called an "embarrassing" delay over the weekend, a spokesman for the US military, Major General William Caldwell, said the US commander would formally hand over command of Iraqi troops to Iraq's government on Thursday.

    "Tomorrow is gigantic," Caldwell said of the significance of the prime minister taking charge of the nation's armed forces.

    Iraqi Defense Minister Abdel-Qader Jassem said Wednesday that a dispute over a text outlining the new working relationship between the US military and Iraqi armed forces had been resolved.

    British forces in Basra, meanwhile, confirmed they were reinforcing their 7,200-strong force with 360 additional troops, primarily to beef up their presence during an upcoming troop rotation.

    "When two brigades swap over it's a period of organized chaos - I think that's probably the best way to describe it - and there's a requirement for operations to continue," Major Charlie Burbridge told AFP from Basra.

    This is definately on to keep an eye on. I havent got much (200,000 Dinar) but if things go well a few wolves could be kep at a distance,

    Iraqi premier takes command of Iraqi army
    Baghdad, Sep 7, (VOI) – The Iraqi government has taken control of the armed forces from the U.S.-led coalition on Thursday in a ceremony attended by Prime Minister Nouri al-Maliki and top commanders of U.S. forces in Iraq.
    “This is the message I have for the terrorists: We will see that you get great punishment wherever you are. There is nothing for you but prison and punishment,” Maliki said at the ceremony held at the Defense Ministry in Baghdad.
    General George Casey, the top U.S. commander in Iraq, said at the ceremony: “From today forward, the Iraqi military responsibilities will be increasingly conceived and led by Iraqis.”
    Casey and Maliki signed documents which put the Iraqi prime minister in direct control of the Iraqi army.
    “Today is another important milestone, but we still have a way to go,” Casey said, after formally handing over control of the 8th Iraqi division to Maliki.
    “With this agreement the Iraqi military officials became responsible for running and commanding the joint military operations between the Iraqi and U.S. forces,” Iraqi defense ministry spokesman Mohammed al-Askari told the independent news agency Voices of Iraq (VOI) over the phone.
    Iraqi army chief of staff Babakr Zibari and vice-prime minister Salam al-Zowba’i attended the ceremony while Iraqi defense minister Abdul-Qader al-Abeidi was abroad, Askari said.
