I went to find the relevance of the dates like you asked, and low and behold I not only found that, but the reason for the no-shows in Parliement the other day. As far as the thirty days is concerned, 30 DAYS FROM WHEN? The FIL could have been passed while they were on intersession late month.

If a two-thirds majority of WTO members vote in favour, the applicant is free to sign the protocol and to accede to the organization. In many cases, the country’s own parliament or legislature has to ratify the agreement before membership is complete.
8. Full membership: Thirty days after the applicant government notifies the WTO Secretariat that it has completed its ratification procedures, the applicant government becomes a full Member of the WTO. (12)

IF we start with the WTO.
"At the time of approval of observer status, which then WTO Director General Supachai Panitchpakdi declared as a first step to WTO membership (4), Iraq was still being run by Paul Bremer’s Coalition Provisional Authority (CPA).
But this did not deter the US’ determination to make Iraq a member of the multilateral institution. On September 30, 2004, Iraq submitted its request for accession to the Director General of the WTO. Before the year ended, in the December General Council of the WTO, a working party was established to examine Iraq’s membership application. Iraq also started drafting its Foreign Trade Regime Memorandum and the creation of a national committee for WTO accession, the third step to accession. Step two was in the bag and three was on the way.
And to make sure that Iraq would stay the course of accession, the US generously offered to help Iraqis prepare for negotiations. “The US government supports the Iraqi interim government’s efforts. To that end, we have invited a team of senior Iraqi officials and experts to the US to discuss trade issues, including preparation for WTO accession negotiations.” (5)"
So the request to join WTO was submitted back in 2004.
So sundays meeting, could very well be the last peace of the puzzle, if the F.I.L law will be presented (If u ask me it will) A reval will come right after that. And this have been discussed. They need a higher value on the Dinars before they release the F.I.L law, otherwise foreigns will buy the country for nothing. But we have discussed that as you all know
Sunday will indeed be one of the most important meetings so far. And i cant wait to hear from this meeting. Bcs we all know that they wont just sit down and have a chat and drink coffee

I could be way of base here, but there is now a thread on IIF forum dated 6/9/06 stating that the investment law was passed on that date with a link. Is this what we have been waiting for?

Deputy premier due to head delegation at international conference for Iraq
BAGHDAD, Sept 8 (KUNA) -- A senior-level Iraqi delegation headed by Deputy Prime Minister Dr. Barham Saleh is due to travel to the United Arab Emirates to chair a preparatory meeting for the International Contract Conference for Iraq to be hosted by the emirate of Abu Dhabi on Sunday.
A spokesman of the premiership bureau said in a statement to KUNA that the preparatory meeting would be co-chaired by officials of the Iraqi Government and the United Nations, adding that Dr. Saleh would head the Iraqi delegation that would include Finance Minister Baqer Al-Zubaidi, Oil Minister Dr. Hussein Al-Sharastani, Minister of Planning Dr. Ali Baban, Minister of Commerce Abdel Falah Al-Sudani, National Security Advisor Dr. Muwaffaq Al-Rubeiee and Governor of the Iraqi Central Bank Dr. Senan Al-Shbaibi.
Dr. Saleh said Deputy Secretary General of the United Nations Mike Brown would head the UN delegation. The conference would also involve representatives of the World Bank, the European Union, the United States, the United Kingdom, Saudi Arabia, Kuwait, Italy, Germany, France, Spain, South Korea and Japan.
Iraqi Finance Minister Baqer Al-Zubeidi told the Kuwaiti news agency that the "Iraqi Contract is an Iraqi initiative intended to establish partnerships with the international community for sake of boosting peace and development the country's political-social-economic systems in the coming five years." It is also aimed at drawing up broadlines for mutual commitments between Iraq and the international community to facilitate its integration into the world order, he added.
The minister added that the initiative is also intended to strengthen the national security froces, preserving the country's unity and security of the borders.

Well, now is as good a time as any to this point in this investment. Susie could well have something here and with Ramadan coming up on 24th IF it hasn't r/v'd by then then we can forget anything happening until November.
Big meetings in the next 10 days, Abu Dhabi, International Compact and UN Summit with all the big players, US, UK, etc, plus involving Shabibi, Maliki, Talabani and Bush, the IMF, World Bank etc then this really is as good a time as any for a r/v. Why would the big boy investors be there if they cannot invest? Well they wouldn't. The FIL has been passed but just not announced publically IMO. Will they be allowed to invest at 1477 to the dollar? Would you sell your house for a fraction of its value?! Not going to happen.....
The next 2 weeks will be the most 'intense' time in our investment so hang in there all.

Iraqi Infrastructure : Foreign Minister attends Iraq reconstruction and development conference
Thursday, September 7th 2006
Iraqi Minister of Foreign Affairs Hoshyar Zebari attended an Iraq reconstruction and development conference and exhibition organized by the Arab Organization for Industry and Mining in cooperation with the Council for Arab Economic Unity and the Iraqi Chamber of Commerce and under the sponsorship of the Arab League Secretariat.
The Minister welcomed the Arab League Secretary-General, Yemen's Foreign Minister and the Secretary-General of the Arab Council for Economic Integrity and the Iraqi Trade Ministry's representative.
The conference addressed Iraq reconstruction efforts with Egyptian companies.
Zebari addressed Iraqi businesspeople and investors, pointing out that there are safe areas to work on in Iraq, especially since the new investment law set forth many privileges that "prompt all to operate and invest in Iraq," according to Iraq's Ministry of Foreign Affairs.

Nothing has changed although I did hear $1.17 being thrown around. I still feel the markets will dictate where the dinar goes once it opens onto the world. A smallish r/v and a float. It will rise very quickly IMO.
