ABU DHABI - Iraqi Deputy Prime Minister Barham Saleh said on Sunday there could be regional catastrophe if Baghdad fails in its pacification and reconstruction process, and urged the international community to help.
He was speaking at a meeting in Abu Dhabi in the presence of several donor countries, the United Nations and the European Union.
The aim of the meeting, labelled the Preparatory Meeting for International Compact with Iraq and being held at Baghdad’s initiative, was to prepare for the possible launch of a new partnership between Iraq and the international community.
During the meeting aimed at creating ‘a real and serious partnership between Iraq and the international community’, Baghdad would present ‘a roadmap... on its policies in different areas’ in order to make Iraq a country ‘at peace with itself and with its neighbours’, Saleh said.

ABU DHABI, United Arab Emirates - Iraq's best chance to boost its languishing oil output is by working with major international companies under production-sharing agreements, Iraq's deputy prime minister said on Sunday.
Barham Saleh said Iraqi leaders were nearing agreement on a long-awaited hydrocarbon law that would allow potentially huge investments by foreign companies in Iraq's oil sector. He was hopeful that oil would be a "unifying force," but conceded that wrangling continued over whether it would be controlled locally or by the central government.
Saleh said he expected the law setting ground rules for managing Iraq's huge petroleum reserves to be approved in parliament by year's end.
"Iraq needs investment. Iraq needs to send a strong signal to the international community about investment in oil," the deputy prime minister said. "We need to push liberalization and open our markets."
Asked about the most appropriate model of foreign investment for Iraq, Saleh advocated production-sharing agreements, known as PSAs. Under such arrangements, oil companies are typically granted a share of the crude they produce to offset their investments.

The Ministry of the Interior announced finding of a large cache of weapons center of Baghdad
Security forces found a large cache of weapons during the campaign raids and searches carried out in the Karadah downtown Baghdad.
The police chief of Baghdad during a press conference held in Baghdad that the cache is used in the manufacture of cars and booby traps in addition to the packages containing quantities of arms and explosive materials.
He pointed out, "he also found in the cache of documents to a leading role in the Al-Qaida organization of Libyan nationality and had intended to send messages to al-Qaeda leader Osama bin Laden."
