    Forbes, the CEO of Forbes Inc. and editor-in-chief of Forbes magazine, said the country should create a fund similar to Alaska's permanent fund, which annually distributes dividends to eligible residents.

    "Imagine if something like that was done in Iraq.     Established in 1976 after North Slope oil was discovered, the Alaska fund's dividends have been paid since 1982, ranging from $331.29 to a record high of $1,963.86 in 2000. This year, eligible Alaskans will each receive $1,106.96 from the fund.
    Forbes, who unsuccessfully ran for the Republican presidential nomination in 1996 and 2000, said the war in Iraq and the potential for Iran to have nuclear weapons are the biggest uncertainties facing the American economy.

    "One way or the other, we're going to have to deal with Iran," Forbes said. "If we don't do it, to be blunt with you, I think the Israelis will."

    Forbes and Wal-Mart Stores Inc. Vice Chairman John Menzer addressed the chamber during its annual meeting, and Forbes focused on what he said are the underestimated strengths of the U.S. economy.

    Forbes, an anti-tax advocate, continued to promote the idea of a flat tax as the most fair way to reform the nation's IRS system.

    "When you look at the biggest obstacle to American progress, it's the federal income tax code," Forbes said.

    The billionaire, however, said he's not interested in running again for president in 2008, but said he'll still continue pushing for a flat tax and other tax reforms.

    Menzer detailed several steps he said the world's largest retailer is taking to transform itself and its appeal.

    Menzer, the former president and CEO of Wal-Mart International, said the company is continuing to look at new markets in India.

    "The Indian government today is working toward opening a retail sector that would open foreign investment and allow us to enter that market," Menzer said

    Chapter I
    Article (1) :
    The Territory is made up of province or more, or two or more.

    Chapter II
    Methods of composition Territory
    Article (2) :
    Formation of any territory through referendum, and the request will be submitted to one of the following ways :
    First : a request from one third of the members in each of the district councils established under the Constitution seeking to form the Territory.
    Second : Request from ten voters in each district seeking to formation of the Territory.
    Third : a request from third of the members of legislative councils in the provinces willing to merge.
    Fourthly : in the case of a request to join a provincial territory, The third demand of the members of the governorate together with the consent of one third of the members of the Legislative Council of the province.
    Chapter III
    Proceedings of the Territory
    Article (3) :
    First : The request for the formation of regions to the Council of Ministers, signed by the presidents or the legal representatives of the district councils, provincial legislatures as the case within a period not exceeding one week.
    Second : the cabinet assigned the Higher Commission for the elections during the not exceeding 15 days from the submission of the request for action referendum in the territory to be formed through and how not to exceed three months.

    Article (4) :
    First : if one desires submitted in accordance with article 2 / I. The demand from the 500 voters to the Office of the High Commissioner for elections in the province, including the form of the territory to be formed, The UNHCR announced that during the three days of submission of the application papers and the media, and that the time limit for at least a month for citizens who are eligible voters to make their wishes in support of the request within the editor of the Register in order to achieve the required quorum.
    Second : If many desires of applications from more than one side, in accordance with article 2 of this Act the following applies :
    A - if one wishes submitted in accordance with article 2 / first exceeded demand and the approval of two thirds of the members of any of the district councils follow the procedures contained in Article 3 / first.
    B-establish the Office of the High Commission for the elections to maintain a questionnaire specifying the form required Territories, before the voters to choose any of them in a period not exceeding two months from the submission of applications, The form of the province, which provides for a referendum to obtain more votes participants in the questionnaire.
    Chapter IV
    The holding of the referendum
    Article (5) :
    First : the High Commission of the elections through its offices in the provinces or regions to take the referendum and completed within the period specified in Article 2 / III of this law is the date mandated by the Council of Ministers.
    Second : The UN High Commissioner for elections to decide extension for the month and for one time only and thus learn the Cabinet.
    Article (6) :
    The referendum is to be successful if a majority of voters voting and declare the results within (15) days of the vote.

    Article (7) :
    A-may appeal to all with an interest in the outcome of the referendum within a week from the date of declaration, that separates the competent authorities, in these appeals in a period of not more than ten days from the date of submission of the appeal.
    B-ratification of the final results of the competent bodies and flying to the Prime Minister during the three days following that.

    Article (8) :
    First : The President of the Council of Ministers issued a decree to form the Territory during the period not exceeding one week.
    Second : publish the Prime Minister's decree in the Official Gazette.

    Article (9) :
    In the case of non-success of the referendum, may return one year after the date of the declaration of result, following the same procedure.

    Article (10) :
    The national office of the Commission, the organization and implementation and supervision of all procedures for the referendum with the issuance of instructions and regulations so.

    Chapter V
    The formation of the Territory
    Article (11) :
    Councils, the problem of the territory, whether the governorate council or legislatively to meet after (7) days of the formation of the Territory of preparing and prepare for the election of a transitional legislative council.

    Article (12) :
    Continue departmental and regional councils problem of the province work for the formation of the Legislative Council while the Regional Council.

    Chapter VI
    Territorial authorities transition
    Article (13) :

    Second : The High Commission for the preparation and supervision of elections to the legislative elections to the Territories.
    Third : the work of the Transitional Legislative Assembly of the Territory for one year from the date of the first hearing.
    Fourth : The Constitution of the Territory powers legislative, executive and judicial.
    Article (14) :
    A meeting of the Transitional Legislative Assembly of the Territory at the invitation of the largest of its members are yet to ratify the final results of the elections.

    Article (15) :
    Leading member of the Legislative Council was sworn in before the Council before taking action, as contained in Article (50) of the Federal Constitution.

    Article (16) :
    Presiding over the first meeting senior member.
    Article (17) :
    A-elected Legislative Council in its first transition from among its members a Chairman and Vice-President elected by direct secret ballot.

    Article (18) :

    C-select Vice President of the Territory is available by the conditions set forth in the Federal Constitution for members of the House and be approved by a majority in the Transitional Legislative Assembly.
    Article (19) :
    A cost-President of the candidate the majority bloc in the Legislative Council, the formation of the Council of Ministers during the fifteen days from the date of the election.
    B - The head of the Council of Ministers responsible for the nomination of members of his ministry up to the 30th days of the date of commissioning.
    C-cost President of the new candidate for the presidency of the Council of Ministers in the Territory during the fifteen days, when the failure of the Prime Minister in charge of the formation of the ministry within the period specified in paragraph (b) of this article.
    D-introduce the President of the Council of Ministers in charge of the province and the names of the members of his cabinet and ministerial platform to the Legislative Council and was in possession of a confidence in the approval of individual ministers and ministerial Platform absolute majority.
    E The head of the Territory assign another candidate to form the Ministry during the fifteen days in the absence of Neil ministry confidence.

    Article (20) :
    First : The Legislative Council's provisional transitional territory for a maximum period of thirty days from the date of its first meeting of the interim committee from among its members to prepare a draft of the permanent constitution of the province.
    Second : on the completion of the writing of the draft of a permanent constitution by a maximum of three months from the date of composition and exposure to the Transitional Legislative Assembly of the Territory to be discussed and approved by an absolute majority.
    Third : the draft constitution to a referendum after approval of the Transitional Legislative Assembly of the Territory and the referendum is to be successful with the consent of the majority of the voting electorate.

    Article (21) :
    The jurisdiction of the territory of independent and exercised by courts of various types and levels in accordance with the provisions of the Federal Constitution and the Constitution of the territory and the relevant federal laws.

    Chapter VII
    FINAL PROVISIONS
    Article (22)
    First : the integration of two or more shaped Legislative Council of the provincial legislatures for a transitional period not exceeding one year.
    Second : The provisions of the selection Speaker of the Legislative Council of the Territory, VP and head of the Territory, VP and head of the Council of Ministers in accordance with the provisions of the articles contained in this law.

    Article (23)
    First : federal laws remain in force and relevant laws powers governorates window unless the laws repealed or amended in accordance with the provisions of the Constitution of the Territory and in a manner that does not conflict with the Federal Constitution.
    Second : Territory retains the rights contained in Article 121 of the Federal Constitution, to be provided for in the Constitution of the Territory.

    Iraqi members of Parliament have begun debating a controversial draft law to divide the war-torn country into autonomous regions, after UN Secretary-General Kofi Annan voiced fears of all-out civil war.
    Violence continued unabated last Tuesday, with two people killed and 11 wounded in a car bomb attack in Baghdad, a day after 62 people died in a series of attacks across the country. A policeman was also killed in the restive city of Bakouba, northeast of Baghdad.

    Shiite MP Jalaleddin al-Saghir told reporters that political leaders met and reached an agreement "to start the first reading of the Shiite draft law to form [autonomous] regions".

    The bill focuses on mechanisms of how to form the autonomous regions, although Saghir said there was an agreement "not to start forming the regions before the committee on constitutional review ends its work".

    Sunnite MPs have called for the constitution to be amended before Shiite plans for a southern autonomous region are implemented.

    iraq's newly-empowered Shiite United Iraqi Alliance has been pushing to form autonomous regions in the country's largely Shiite South along the lines of the Kurdish autonomy in the North.

    But the country's former elite Sunnite Arabs have strongly opposed the law, fearing it would divide the country and rob them of the vast oil reserves concentrated in the North and the South of iraq.

    The bill is backed by the influential Supreme Council of the Islamic Revolution in iraq although it has also seen strong opposition from within the UIA.

    And last week Shiite leaders had backed down, saying they might not immediately implement the law even if it was adopted in principle in Parliament.

    "We all agree on the principle of federalism, but some of the factions of the UIA want to delay its implementation because the atmosphere is not right", said UIA spokesman Sabah Saedi. "The question is not of just adopting and implementing the law, but of making it a success".

    The plans to divde the country came as Annan warned that immediate steps were essential to bring iraq back from the "brink of a civil war".

    Speaking at the UN General Assembly, Annan joined appeals by Iraqi leaders for a quick and large-scale international effort to strengthen the embattled government in Baghdad and "bring iraq back from the brink".

    "If current patterns of alienation and violence persist much longer, there is a grave danger that the Iraqi state will break down, possibly in the midst of full-scale civil war", Annan said.

    Annan's warning came as a wave of violence over the previous week that had left hundreds of people killed in Baghdad the epicenter of Shiite-Sunnite sectarian violence.

    Dozens of bodies of men, shot to death, are found dumped on the streets of Baghdad despite a massive security crackdown in the capital since mid-June.

    Insurgent violence has also been unabated. Last Monday, two suicide bombings one in the northern city of Tal Afar and the other in the restive western city of Ramadi left 34 people dead. At least 38 more were killed across the country in a series of attacks.

    Even as violence in the country surged, General George Abizaid, head of US military forces in the Middle East, stressed that he had adequate troops in iraq.

    "We don't see a need to commit them to the fight yet and until those forces are committed, we don't see a need to ask for more under the present circumstances", Abizaid said in an interview with US television network CNN.

    The Pentagon said last week there were currently 147,000 US troops in iraq, up from a low of about 127,000 troops in June. Pentagon officials have attributed the increase to an overlap of troops rotating in and out of the country.
