Iraq autonomy bill causes unrest in House

iraq's Parliament took tentative steps on Tuesday to resolve a deadlock over autonomous regions, the divisive issue that has split its politicians on sectarian lines, as fresh clashes erupted in southern Baghdad. In what has become a routine in Saddam Hussein's hearings, the toppled president was thrown out of court Tuesday, prompting a revolt among the defendants and their ejection.
Parliament carried out the two main parts of a deal reached this week to end months of political paralysis, naming a committee to draft amendments to the Constitution and reading out a bill that would allow regional autonomy.
Tuesday's parliamentary hearing was chaotic, with members shouting as the autonomy bill was read.
Iraqi Accordance Front lawmaker Dhafer al-Ani said he would no longer serve as head of the parliamentary committee on regions and provinces but would keep his seat in the 275-member Parliament.
Ani said he resigned his post due to the "political agreement reached by the political blocks to submit the bill ... and out my belief that discussing this issue at this time will open the door to a political crisis that would threaten the security situation."
Another member of the Front accused his political bloc of carrying out an act of "treason" against the community.
"The Accordance Front must know this is a project to divide iraq!" shouted Abdullah al-Janabi. But he was silenced by Speaker Mahmoud al-Mashhadani, himself a member of the bloc.
"It is only a draft. Once debated it could be a law," he said. "One cannot impose one's opinion on others under the dome of the Parliament. You can go on satellite television if you want to shout."
All but three members of the 27-member Constitution drafting committee were named. They include 12 members of the ruling Shiite religious bloc, five Kurds and four members of the main Sunni bloc. A chairman was not selected.
Away from political tensions, Iraqis were treated to a rare televised spectacle of their former rulers shouting and gesturing as Saddam and all six of co-defendants were ejected from court.
"You are a defendant, I am the judge," Judge Mohammad al-Oreibi said, as he ordered an argumentative Saddam to leave the court room soon after the start of the session, the 12th day of the Anfal trial.
The ousted president had also been thrown out of two previous sessions after refusing to be silent when so ordered by the judge.
Saddam's ejection angered his six co-defendants, including former Iraqi military commander Sultan Hashem Ahmad al-Tai, who refused to sit down and continued to shout and wave his finger at the judge.
"Don't raise your voice at me, you are the defendant," Oreibi said before also ejecting Hashem from court. The other accused demanded to be allowed to leave and were eventually ejected by the judge, who declared a one-hour recess.
Oreibi then adjourned the trial until October 9 to give the defendants time to sort out the situation of their absent defense team, which is boycotting a court it decries as illegitimate.
The first witness of the day described how he served in the Iraqi Army, was a prisoner of war in Iran, and then returned to his village in 1990 to find it destroyed and his wife and four children missing.
The witness then angrily recited a Koranic verse, directing it at Saddam. "Do not think God is unaware of what the oppressors do, for he delays them to a day when all eyes are observing," said Aasi Mustafa Ahmad.
Thamina Hamid Nuri, wearing a headscarf and sporting tribal tattoos on her chin, described her imprisonment and the death of three of her children. "They beat my 3-year-old son in front of me, he stayed unconscious for one-and-a-half hours. We were forced to drink contaminated water, the children vomited and suffered from diarrhea."
Violence meanwhile continued with police saying that Shiite militiamen had attacked a Sunni neighborhood in southern Baghdad. Clashes ensued in which three people were killed and 10 wounded, and the withdrawing gunmen set three shops ablaze, police said.
At least four bombs in Baghdad killed at least seven people and wounded more than 40. Bombers also struck in Kirkuk, Baqouba and Latifiyya, and mortars fell on houses in Mahmoudiyya, south of Baghdad, where police also found 12 bound and tortured corpses.
Meanwhile, arrest warrants were issued against 88 former Iraqi officials, including 15 ministers, on charges of corruption, an independent anti-corruption commission said Tuesday.
Among those wanted are 61 "living as fugitives abroad," said Ali al-Shabout, spokesman for the Public Integrity Commission. Interpol has been informed that they are wanted for prosecution in iraq, he said.
Shabout said the agency has documented the loss of $7.5 billion through corruption over the past three years. One of those six was iraq's former electricity minister, Ayham al-Samaraie, who was arrested last month in iraq. - Agencies

Iraq government asked to begin disarming militias

Baghdad: A major Sunni group is holding talks with the Iraqi government over disarming of the Shiite militia belonging to Moqtada Al Sadr, Iraqi political sources said.
Adnan Al Dulaimi, head of the Iraqi Accordance Front who is holding the talks with the government, has also called for the government to resign if it fails to handle the issue of disarming Shiite militias, like the Mehdi Army, which is led by Al Sadr.
Sunni locations in Baghdad, such as Saydiya, Hurriya and Doura, are witnessing attacks by men in black clothes, believed to be members of the Mehdi Army.
Al Dulaimi, in direct contact with the Americans, asked them to disperse a special military force in Hurriya to put an end to the Mehdi Army attacks.
Sources in the Iraqi Accordance Front are negotiating with iraq Prime Minister Nouri Al Maliki to chalk out procedures to disarm militias and deter the Mehdi Army in Baghdad.
"Al Maliki is ready to take additional ... procedures against the Mehdi Army. But apparently is under pressure from religious Shiite leaders to stop ...taking serious measures in this respect," said a source in the Front.
However, Al Maliki seems reluctant to implement the plan. Also, the contacts between the Iraqi Accordance Front and the Shiite coalition headed by Abdul Aziz Al Hakim has reached a dead end, after the Shiite coalition and Al Sadr refused to admit the responsibility of some of their members in killing tens of Iraqis daily.
"Al Maliki wants to conduct a political dialogue with the Al Sadr group. He wants to be backed by religious Shiite leaders to resolve the Mehdi dossier peacefully," Abbas Al Bayati, a Member of Parliament, told Gulf News.
However, sources in Meshaan Al Jubouri's group, a Sunni Member in Parliament, told Gulf News Al Maliki's plans to rid the Ministry of Interior of Al Sadr elements is greatly criticised by religious leaders in Najaf and Karbala.
The criticism comes at a time when Al Maliki expressed willingness to return high ranking Iraqi officers from the Saddam era to the Ministries of Interior and Defence. Such a stand has created a crisis between Al Maliki and his political and religious partners.
Amer Al Hassani, a leader of the Al Sadr movement, accused the Front of pushing the Americans towards an open war against the Mehdi Army, which is accused of leading death squads in Baghdad.
During the last few days, Shiite coalition parties stepped up their criticism of a UN report, which revealed the involvement of militia members in leading death squads.

I love it. Thanks Susie and others. I remember over a year ago reading nothing but negative, bad news on Iraq and its situation and thinking, s hit, should I have got into this, lol. Today even the papers are struggling to do what they do best, find bad stories to sell so they say nothing at all, but when you look deeper you find all the good things happening.

Okay--I didn't get much sleep today, and I'm actually having to WORK tonght (don't they know I'm about to be RICH?!?) so I haven't been able to go out there and bring in my fair share of news--Susie, looks like you've been working overtime at that!!
I'm tired, fried actually and only halfway through my watch. My point...it's around here somewhere..oh yeah--what's the bottom line here? I've been seeing lots about the paliamentary meetings, about some resolution and agreement as to the federalization of Iraq...provinces and what not--but nothing that seems to specifically point to a reval...
Could you break it down for my thick headed self this morning? Is all of this what you're expecting? Does all of this news support your latest dates and numbers? And, by the way, we're looking at an announcement by the end of the month--that would be sunday...
Thanks for doing all the footwork for us. You really do keep me going...

Thanks for the info SGS all this talk of splitting into regions and Maliki slow to deal with militas I hope they do something SOON for the economy SGS whats your thoughts on this investment if Iraq get divided up? Once again thanks for the great work of bringing us the news
