Once they clean out all those who were involved in stealing BILLIONS of dollars ment to rebuild Iraq, how are they going to prevent that from happening again?...Maybe rewarding the loyal ones who were not involved would strengthen their sense of responsibility for their office. Having their own money would also help them stay honest so they do not feel the need to dip into funds ment for the country. I would rather give an incentive to stay honest and work hard than loose BILLIONS through fraud and corruption. JMHO
