    *Iraq on Track for Meeting Police Goals, U.S. General Says
    Strong, capable civil law enforcement institutions beginning to develop in Iraq*

    With less than four months left in the coalition-designated “Year of the Police,” Army Major General Joseph Peterson, the coalition’s top officer dedicated to training Iraqi police, told reporters September 20 that there are now 128,000 police officers on the streets nationwide – 95 percent of the Iraqi Interior Ministry’s goal of 135,000 by year’s end.

    “We see no reason why we will not achieve 100 percent and, in fact, in some categories exceed 100 percent of what was promised before December,” Peterson said during a videoconference briefing from Baghdad.

    REGAINING PUBLIC TRUST AN INITIAL CHALLENGE

    As in many other transitional societies, where police forces once served as an instrument of repression, Iraqi authorities first challenge was to regain the public’s trust in their police officers.

    This task was complicated by the fact that as the post-Saddam government was forming, armed groups were invited to join the country’s new security forces, adding to concerns as violence among the country’s Shi’ite, Sunni and Kurdish communities gradually increased in 2006, Peterson said.

    In the wake of the February 22 bombing of the Golden Mosque in Samarra, efforts to build public trust in the police were further set back by allegations that some police failed to fully discharge their security duties and that some officers might even have participated in attacks on civilians.

    In response to these charges, Peterson said, coalition officials have supported an aggressive series of investigations by the Iraqi Interior Ministry into alleged police misconduct, which has resulting in the dismissals of individual officers, mid-level commanders – even entire units – for corruption and other types of misconduct.     Peterson added that these investigations have also shown that there have been far fewer confirmed incidents of police involvement in sectarian violence than had been alleged – yet another positive indicator of police loyalty to the new Iraq’s democratic ideals.

    Other initiatives, such as sending former militants to newly established police academies and establishing an evaluation program to assess police performance and provide unit-specific training, are also helping Iraqi officers as they work through the ongoing challenges of becoming part of a modern law enforcement institution, he said.

    A second challenge facing Iraqi law enforcement was the imperative to build national, provincial and local police forces while simultaneously confronting a complex array of threats, including Sunni insurgent groups, foreign terrorists such as al-Qaida in Iraq, militants engaged in sectarian violence and other well-armed criminal gangs.

    This challenge, Peterson said, led Iraqi authorities and their coalition allies to pursue a two-tiered strategy which focused first, on mobilizing large numbers of prospective officers, and then using a combination of training, embedded advisers and joint operations to mold them into a modern, effective police force.

    In all, 6,000 coalition police professionals, mainly from Italy, Poland, the United Kingdom and the United States staff 185 of these police transition teams across the country, with another 39 teams supporting the Iraqi National Police.

    The next phase for improving the quality of Iraqi police, Peterson said, will require more training for officers in community policing techniques as well as identifying and developing the force's future leaders.

    This has been a good year for the Ministry of Interior in terms of increasing its “ability to administer, support and manage the ministry and its forces,” Peterson said, “and it's also been a great year from the standpoint of creating the capability in the police forces themselves to assist the Iraqi army in providing a safe and secure environment in the country of Iraq.”

And all factors activated in the face of terrorism, pointing out that the terrorists are trying from behind the heinous crimes with obstruction of the political process and national reconciliation.
    Meanwhile, Korean ambassador said : said that the cooperation agreement between the two countries include the areas of science and technology and that his country was keen to invest in Iraq in order to contribute to the reconstruction of Iraq. builders and the development of infrastructure in the sectors of oil, science and technology, He called for a joint Korean joint Iraqi in the coming months to discuss investment projects.

    Thank you Rolls. I have been "lurking around" on this site for the last few weeks after a kind invite by SGS and Kerby Team. Before that I spent time on IIF. I bought my dinar back at the beginning of 2006. - I haven't posted much at either of the forumns, because honestly I didn't have anything intelligent or newsworthy to add. I enjoy good intellectual thought, however, and I too will miss (if this rv's in the next few days) the back and forth and the truly amazing info that people manage to dig up. It's been fascinating and stimulating and worth every penny that I've put into the investment. Just like you, I have never had an investment like this - but honestly it just seemed like a solid gamble. Best to all - It's truly been a great ride.

    I wish you people would stop posting when I am sleeping! I have just finished reading 308 posts! LOL. I think I might have to go to bed when the majority does so I can stay with it. Thank you to all the posters keeping me informed. It won't be long now. There are not so many selling on Ebay as before. A lot more pre war dinar for sale now with Saddam's picture on it. I have 4x10,000 of those that were given to me as a sales incentive for the Real Deal! Pleasant dreams!

    There is a RUMOR at the aboutdinar.com forum that says this

    "I heard today that we are very close to a reval. I have heard the 28th of Sept. we will hear the foreign investment law announced and the reval at the same announcement.
    That is all I know as of now, but if I hear anymore I will let you know.


    And on a scale from 1-10 I give my source a 9.25."

    "I will confirm that this rumor has nothing to do with Clay etc. at all. It is from my OWN source. I am also hearing around $2.00."

    Just rumors but anyway.I still hope there are some kind of facts behind this

    I read about the meeting

    Sure hope it is about the reval and the FIL

    So many people are so sure that the reval has to take place before september ends.

    I want this more than ever but getting a bit down since all former dates has been passed and so on. I sure hope they HAVE to do it before september ends

    We all now they have to something before september ends to still get money from USA but if that is a reval or the FIL or both and if they are going to do a high reval or low that is just speculation I assume
