    Kuwaiti daily urges new friendly policy on Iraq

He proposes investing compensation in rehabilitating the marshes and Shatt-el-Arab waterway in Iraq and establishing international technology, medical and media cities on the common borders of the two Arab neighbours. Sager favours helping Iraq to get out from under crippling sanctions imposed under Chapter Seven of the UN charter, though he wants the United Nations to remain as arbitrator in resolving disputes between the two countries.

    Kuwait has insisted that Baghdad cannot leave Chapter Seven before fully complying with UN Security Council resolutions relevant to its 1990 invasion of the emirate under former president Saddam Hussein. It has also rejected Iraqi proposals to resolve outstanding issues through bilateral dialogue, insisting that the United Nations should remain involved.

    But Foreign Minister Sheikh Mohammad al-Sabah said last week Kuwait is considering a proposal by UN secretary general Ban Ki-moon for it to invest the billions of dollars of unpaid compensation inside Iraq in joint ventures. Iraq has already paid 27.62 billion dollars in reparations to individuals, organisations, companies and governments, around half of which was paid to Kuwait. The emirate is still awaiting payment of a further 25 billion dollars, according to the most recent figures.

    CBI dollar sales up to $179m
