Iraqi oil law impasse hamper small businesses

A senior U.S. official said it was unlikely to impede Iraq's failure to pass energy bill deferred activity major oil companies in a country already risky but that could disrupt investment in small fields.

Said Patricia Haslak, which oversees U.S. efforts to help revive the Iraqi economy in an interview that "the law of oil and gas in Iraq is certainly important but not decisive for the big energy companies.

"It will be crucial if he wants to (Iraq) to develop small fields as small companies that may come to the governorate and choose to field production going on between 35 thousand and 40 thousand barrels per day. Those companies are in need of greater protection and working environment more traditional."

Iraq desperately needs foreign exchange to develop its oil sector, which ranks third globally in terms of size of the reserves but is unable to shake recovering from decades of war, sanctions and deterioration of the solution since the US-led invasion in 2003.

It was supposed to lead the overthrow of Saddam Hussein, the United oil industry and the expulsion of foreign companies to the flow of major oil companies in Iraq to put on the top exporters.

But most companies failed to act in Iraq during the years of violence and anarchy since 2003, with the local oil industry suffered from repeated attacks by the militants and officials have struggled to just re-production to pre-invasion levels.

With the decline in violence significantly in recent oil ministry invited some of the big energy companies in the world to compete in two rounds of awarding contracts to win deals for the most promising oil fields.

Free trade zones with Iraq .. a leap towards the promotion of commercial traffic

quickly on all States to take advantage of trade and economic partnership through the agreement on establishing free trade areas among them, has increased the number of agreements of free trade zones in the world to more than 250, according to the Convention on the latest reports ..

In Europe, small countries proceeded to the signing of economic protocols with other countries to expand trade movement and mutual benefit, so that the continent is now distinct from other continents in this aspect.

And therefore, are not far away, where the Arab Gulf States have moved toward agreements with the United States as well as was the case with the countries of North Africa, included the exchange of experiences in the industrial, agricultural and services and strengthen domestic capital.

After more than six years on economic change in Iraq, which included the establishment of stock exchange for trading stocks and the introduction of smart cards and credit cards and establish a network of social protection are lacking in a number of countries, but the theme of partnership with neighboring countries and the establishment of free trade areas not seen the light so far , despite calls for parliamentarians and those involved in economic affairs tuned ..

We believe that the security situation prior, most observers attribute the cause to the weak control the military and border security with neighboring countries were behind the delays in project implementation with a large economic interest of the country, .. Iraq has become the only country absent from partnerships with neighboring countries through the establishment of these areas. .

And the absence of Iraq, where it became a big loss is entirely dependent on consumption of agricultural crops, goods and materials and goods from neighboring countries where manufactured or imported foreign such as fruits, for example, and the possibility that Iraq was developing the production sectors and make other benefit from the production as a beneficiary of the country's neighbor.

The government's efforts to create a legislative environment conducive to the application of the economic reform program, an orientation towards the social market economy through the harmonization of existing legislation with the requirements of the new economic order with the addition of the necessary modern legislation provides protection and balance of the market, are not taken through the development of plans alone, but to move towards serious and rapid application of slate developed ..

A comprehensive look at this matter, we believe that the Ministry of Commerce on the subject is required to move to achieve this objective, which will pave the important steps to support Iraq in its most significant moves towards joining the World Trade Organization and reinforce its position among the countries that trade in the older material and human potentials.
