Maliki warns of election delay

Cabinet approves budget, oil contracts
The Iraqi cabinet approved on Tuesday the 2010 federal budget and the first round’s oil investment permissions.
“The decisions came during the cabinet’s 38th meeting on Tuesday,” Dr. Ali al-Dabbagh, the Iraqi government’s official spokesperson, said in a release received by Aswat al-Iraq news agency.
He said that the budget’s total amount is ID78.733 trillion, with a deficit of ID17.9 trillion.
Al-Dabbagh said that the government will pursue certain measures to get more incomes and to minimize spending.

Foreign firms will get less than $1 per barrel – oil minister
Foreign firms investing in the oil sector will get less than $1 per each additional barrel, the Iraqi oil minister said on Tuesday.
Minister Hussein al-Shahrestani said that three oil contracts have been approved according to the first round of oil investment permissions.
“Oil production in each contracted oil field is expected to exceed six million barrels per day,” al-Shahrestani said in a press conference in Baghdad.
He said that his Ministry is determined to preserve Iraqi people’s interests.
“Companies will get back those projects’ costs without interests,” he said.

Basra braces up for Washington conference with 120 investment ventures
Preparations are underway to participate in a conference in Washington as the Basra Investment Commission is planning to offer 120 investment opportunities in the province during the event, the commission chief said.
“The projects are coving the various sectors of production in Basra during the Washington conference which we hope would offer a chance to attract international investment companies,” Hayder Ali told Aswat al-Iraq news agency.
Washington is hosting a conference on October 13-21, to be attended by more than 750 Iraqi and U.S. businessmen.
Ali noted that another conference will be held at the Basra International Airport on Tuesday (Oct. 13), where representatives of eight British companies will be enlightened about investment opportunities in the fields of oil and gas.
“The British firms’ representatives are scheduled to pay field visits to a number of government institutions in Basra,” he added.
The oil-rich port city of Basra lies 590 km south of the Iraqi capital Baghdad.

Iraq approves 2010 budget, plans bond issues
Iraq's cabinet has set its 2010 budget deficit at 17.95 trillion dinars ($15.3 billion) and plans to cover it with bond issues and loans from the multilateral lenders, a government spokesman said on Tuesday.
The 2010 budget includes spending of 78.73 trillion Iraqi dinars ($67.29 billion) as the country strives to rebuild after more than six years of war and destruction, and decades of conflict and sanctions under former dictator Saddam Hussein.
Ali al-Dabbagh said the budget, which must first be passed by parliament, would raise spending by 15 percent from this year's $58.6 billion. It was little changed from the figure of 78 trillion dinars proposed last month.
That previous figure was based on expected oil exports of 2.15 million barrels per day (bpd) -- slightly higher than current levels -- and the price of oil at $60 per barrel.
The spokesman said operating costs would amount to 57.87 trillion dinars and 20.86 trillion for investment spending.
Crude is Iraq's main export item and source of income, and the steep fall in oil prices from last year's all-time high of $147 a barrel punched huge holes in Iraq's spending plans.
The country is in talks with the IMF on a $5.5 billion loan programme, and a deal is expected 'in coming weeks', a spokeswoman for the body said last week.
