Iraq's Cabinet signs off on $67 billion budget for 2010, well below projected spending needs

Iraq's Cabinet has signed off on a draft budget for 2010 totaling $67 billion that is well below what Iraqi and U.S. officials say is needed for postwar recovery.

Government spokesman Ali al-Dabbagh says the budget has a deficit of about $15 billion that will be covered by issuing bonds and asking for loans from international banking organizations.

Parliament must still approve the budget. It's unclear when lawmakers will schedule a vote.

Al-Dabbagh said in a statement issued late Tuesday that about $17 billion of the 2010 budget would be used for reconstruction and infrastructure improvements.

Iraq had to twice revise its $58 billion budget this year because of low oil prices. Oil is the country's main source of income.
