Iraq elections law in Political Council

Iraq’s elections law has been brought to the national security political council which is due to convene on Saturday in a bid to resolve the elections law pending legislation.

While Parliament failed three times to ratify the law, passing it to the political council was also subject to objections and reservations.

Independent MP Ezzedin Al Dawla told Al Hayat Newspaper that passing the law to the political council is unconstitutional. He called to dismiss the political council noting that it has very low chances of resolving the issue.

The Iraqi lawmaker stressed the necessity for conflicting parties over Kikruk issue to make real compromises in order to guarantee efficient elections and ratify the law as soon as possible.

Representation within the political council is a major dilemma followed by all the changes in the political map, he said affirming that figures representing main political entities in the council have now left these entities.

Other major political entities brought to light recently are not represented in the council which means that these powers could refuse any decision taken by the council, he added.

Al Daawa Party official Sami Al Askari said he was pessimistic towards solving the elections law row within the Political Council.

Supreme Council official and national coalition member Sheikh Hamid Al Saadi told Al Sabah Newspaper that the law has been long enough under debate inside the Parliament which managed to decide about certain issues in exception for Kirkuk.

Remarks at the U.S.-Iraq Business and Investment Conference
    Hillary Rodham Clinton
    Secretary of State

    Hyatt Regency

    Washington, DC

    October 20, 2009

...... "Additionally, a comprehensive hydrocarbon law is vital for regulating the oil sector. Parliament has delayed this vote until after January, but steps can be taken in the interim; for example, by holding transparent, credible auctions on oil and gas fields as we are seeing, and by making progress on the Extractive Industries Transparency Initiative, so the Iraqi people will know what is being done with their nation’s valuable resources.

But as the Iraqi Government continues to make its reforms, I urge U.S. businesses to really see all of the progress that has been made. The security situation has improved. The conditions for investment are stronger. And in the words of an Arab proverb, “Dawn does not come twice to awaken a man or a woman.” The world is watching for every opportunity to invest in Iraq, and companies that wait too long may discover they are too late. Sami Atrushi: I do not expect approval of amending the election law before the end of the month

The deputy Sami Atrushi on the mass of the Kurdistan Islamic Union predicted after reaching to approve amending the election law before the end of the month, making it difficult the task of the Electoral Commission.

The House of Representatives has failed to reach a consensus regarding the election law, delaying the vote several times, and then allocate it to the Political Council for National Security.

He Atrushi told the independent press (Iba) expressed regret that the presidency of the parliament and the political blocs were unable to reach a compromise on Kirkuk in the proposed amendment to the electoral law.

He has arrived to declare it an implicit failure of Parliament to resolve the dilemma through the paragraph on the deportation of Kirkuk to the Political Council for National Security, which does not meet its members for long periods up to months and even today have not seen tangible results of this council and its decisions.

It is expected to discuss the political council for security for my country today the law of elections in an attempt to reach consensus among the various political entities on the issue of Kirkuk, in addition to some other paragraphs in the law.

He is also the Council's decisions are not binding on parliament, but his proposals will not be another paper discussed between the blocs, especially that some of the objectors to the current solutions are not members of the Council.

He stressed that he does not expect adoption of amending the election law before the end of the month, making it difficult the task of the Electoral Commission, which was awaiting the decision of the Council to initiate proceedings relating to the type and number of existing services and the number of deputies and other decisions that need to issue regulations and instructions for implementation.

He further argues the Commission to the logistical preparations, which are based in the preparation of some of them to resolve the outstanding issues in the law and, unfortunately, indicators show continuing differences on what we have seen over the past weeks.

Atrushi pointed out that the Political Council for National Security is not a stick in his hand Moses to change the reality and the satisfaction of the various parties on Kirkuk during the next week.

He expected that the proposals do not go out to resolve the political dilemma of the proposals already made by several parties and the masses did not succeed in agreed upon.

The issue of Kirkuk is the most divisive issues in the law because of the objection blocs, Arab and Turkmen on the increase in the register of voters and that United Nations has described as "non-natural" to indicate a change in the demographic structure of the population of the province.
