Describes proposals regarding the parliamentary elections in Kirkuk without a constitutional

Description of the Kurdistan Alliance MP Abdul Bari Zebari proposals made during discussions of parliamentary blocs on Kirkuk's status in the election law as unconstitutional, saying the insistence of some of the division of parliamentary seats in the province on the basis of ethnic Balambahthat may lead to an impasse.

Said Zebari told a news briefing that there were three proposals submitted on Kirkuk, but they are all inconsistent with the Constitution. He pointed out that the first proposal is based on the delay Alatkhabat in Kirkuk for a year and then extend the deferral for six months, which is inconsistent with the Constitution deprives the people of Kirkuk, as the right to enjoy democracy just like the rest of Iraqis without justification, constitutional and legal.

The second proposal is based on dividing Kirkuk into four electoral districts distributed on the basis of race, Kurdish, Arab and Turkmen, and this proposal is inconsistent with the Constitution as well as stated in the court's response to the request of the Federal House of Representatives on the proposal.

Zebari said that the third proposal is based on the distribution of parliamentary seats on the basis of race also by five seats to Kurds, two Arabs and Turkmen, two to a proposal is unconstitutional because the Constitution provides that people have the power and decision, not the confiscation of the Parliament of this right.

He pointed out that if the vote in the House of Representatives on Kirkuk, the Federal Court has the right to veto the vote in the event of incompatibility with the Constitution.

According to Zebari, there is insistence by those who want to divide the parliamentary seats in Kirkuk on the basis of ethnic quotas without taking the opinion of the people, which is the author of the resolution under the Constitution, the talks likely to reach an impasse, in the event of a continuation of that.
