U.S. and international proposals to end the crisis in the Iraqi elections
Sunni and Shiite efforts to convince non-Hashimi veto election law

Sources in the presidency should be parliamentary blocs and political figures in conjunction with the proposals seek to U.S. officials and of the United Nations, to convince the Vice President Tareq al-Hashemi not to veto the amended election law again, while demanding the Electoral Commission for elections and the Ministry of Commerce by providing them with records in 2005 in preparation for scrutiny and approval in the event Adoption of the recent amendment of the law.

According to sources within the Council Presidency parliamentary blocs and parties to the Presidency of the Republic is seeking to persuade al-Hashemi not overturn the law again. The sources said that President Jalal Talabani and Vice President Adel Abdul-Mahdi, as well to the parliamentary blocs, aiming towards this persuasion.

However, sources from within the Office Hashemi stressed that the latter would not sign a law which no unfairness to any Iraqi, whether at home or abroad.

Abdel-Ilah Kazem spokesman for the Information Office of Hashemi said the U.S. ambassador, Christopher Hill, and officials from the United Nations Mission in Iraq were among those who visited Hashemi's office Tuesday as proposed suggestions on the mechanism and the mobilization of support to resolve the crisis.

He explained that the proposals to resolve the crisis involves a mechanism to meet the demands of the Vice-President for more representation for the Iraqis abroad, including many of the year in the next parliament, which would use this mechanism to avoid a change to the electoral law.

Kazim added, "We still say that this law is more abusive than the first law, but we also say if there was a fair and mechanisms are real, and not a formal application to ensure a fair vote for the Iraqis of the outside and ensure non-deduction of any seat from any province will accept this law and this mechanism, otherwise the objection coming again. " He said representatives of the Shiite forces visited the Vice-President in support of the proposed mechanism.

This was confirmed by MP Hadi al-Amiri, the Badr Organization of the Supreme Council, said that there is serious attempt at do not break the law again by Tareq al-Hashemi said, adding that "there are ongoing contacts with Al-Hashimi, and now we are going to search for what is assured Vice-President and discuss the issue of seats and distribution mechanism As authoritatively stated in the electoral law based on the 2005 census In the province of Kirkuk, with the addition of (2.8) each year."

He Ameri "We are not looking for compromises, but are looking for a way out legal and technical guarantees the right of all and Aibouks the right one and this is the compromise solution that satisfies everyone," he said. "I visited Dr. Tareq al-Hashemi held a meeting with him for over an hour and a half and found that he understands that for all and to find a collaborator solution to the issue will not be broken. but we are now very close to get out of this problem and I think it will not invalidate the law as I think that the elections Will be held on time Specific and reflect good. "

Omar al-Mashhadani, a spokesman for Speaker Iyad al-Samarrai said that "al-Samarrai called the Presidency Council to study the consequences of any veto, veto, because the second needs to be about 60 percent of the votes of Parliament, three-fifths of the members of parliament, for approval." He called on "anyone who wants to invalidate the law to pay attention to this matter and make sure that there is consensus to achieve the rate that allows the manipulation of veto." It was considered that the first veto of Hashemi was "a strategic mistake because it cost some provinces, the loss of a large number of seats, and al-Hashemi not to do as he did last time."

"The ball is now not at home. The House of Representatives ended it and sent it to the Presidency Council. The ball is in the court of the presidency. Hashemi and take responsibility for his decision. Reversal of the decision for him to looking for a way out of this impasse."

Despite the recognition that al-Mashhadani, a constitutional right of veto to any member of the Presidential Council, but noted that "there is a sharp division in the parliament, can not achieve a rate of 60 percent to accept or reject the veto, if it does happen, what compels us to return to the Electoral Act 2005 with all its shortcomings, or to postpone the elections, which draws us into a constitutional vacuum lose all legitimacy of state institutions. "

And the exchange of Iraqi politicians, especially the Sunnis, the charges on the reasons for truncate some seats from Sunni-dominated provinces such as Nineveh province, some carrying Hashemi responsibility because the former set aside the First Amendment of the election law, and warned that any appeal will bring another election law in 2005.

It seems that some of the Sunni Arabs against victimizing Hashemi, who was a political star began Iovl before returning to the spotlight use of the veto, said Rashid Azzawi, deputy of the Islamic Party, which had belonged to al-Hashemi, colleagues tried to discourage the vice presidential veto it has enjoyed, and added, "Al Hashimi made a mistake and he should be courageous and recognize this error and apologize for, especially in the provinces which has been damaged."

In this context the members of the Board of Commissioners and a team of international assistance in the Election Commission meeting with officials of the Ministry of Commerce, which expressed their readiness to cooperate fully in any circumstances in any detail in which UNHCR may need to be answered and statistics. With new Qasim Aboudi, head of the electoral administration in the Office of the elections saying that the Commission can not conduct the elections under the time limit allocated to the days preceding the elections of 60 days.

He said that the UNHCR had so far received no electoral law does not specify a date by presidential decree. He pointed out that the mechanism of action will change to delay the law, as well as the dates assumed and which have not received UNHCR has so far been issued by presidential decree.

The Presidency of the Republic declared in earlier times that the elections will be on the eighteenth of the month of January next year.
