    UN urges Iraq to set election date

    The United Nations on Monday urged Iraq's president to announce "as soon as possible" the date for the war-torn country's general election after MPs struck a last minute deal to back the poll.

    The election, the second national vote since the American-led invasion that toppled Saddam Hussein in 2003, is seen as a crucial step towards consolidating Iraq's democracy and securing a complete US military exit by the end of 2011.

    Protracted negotiations over the law governing the election lasted more than two months but lawmakers passed it late Sunday evening.

    The presidency council, made up of President Jalal Talabani and his two deputies, now has to announce a date for the poll.

    A spokeswoman for the United Nations Assistance Mission for Iraq (UNAMI) told AFP a quick announcement was needed to kick-start election preparations.

    "We now want the Iraqis to set a date as soon as possible so that election organisers can start the administrative process," said UNAMI's Eliana Nabaa.

    The UN has previously said that holding the poll on February 27 would be "feasible."

    The new electoral law was welcomed by Washington as a "decisive moment for Iraq's democracy."

    Under the new law, the number of seats in Iraq's parliament will increase from 275 to 325, including three additional seats for provinces in the country's northern autonomous region of Kurdistan.

    Of the remaining 15 seats, eight will be allocated to minorities, including Christians, and seven to smaller parties who win national support but not enough votes to gain seats at provincial level.

    Iraq eyes Feb 27 poll date after impasse resolved

    Iraq is likely to select Feb. 27 as the date for next year's general election after lawmakers overcame fierce disagreements over the distribution of seats, officials in the presidency council said on Monday.

    A late February election, although after the constitutional deadline for the ballot to be held, should not interfere with the U.S. military's plans to wrap up combat operations in Iraq next August ahead of a full withdrawal by 2012.

    Vice President Tareq al-Hashemi, whose veto of a law needed for the election to take place had thrown vote preparations into disarray, indicated to his colleagues on the three-person council that the Feb. 27 date suited him, a spokesman said.

    Hashemi blocked the original election law because he said it did not give sufficient representation to Iraqis who fled overseas when their country exploded into bloodshed. Many of them are Sunnis.

    But Hashemi, a Sunni Arab, has now told President Jalal Talabani and Vice President Adel Abdul-Mehdi to issue a decree setting the election date, spokesman Ali al-Mashhadani said.

    Talabani, an ethnic Kurd, was due to address the nation at 5:30 p.m. (1430 GMT).

    An official in Abdul-Mehdi's office said the vice president, a Shi'ite, had also agreed to the Feb. 27 date.

    UAE's Etisalat near decision on Iraq - E.xecutive

    (Reuters) - UAE's Emirates Telecommunications Corp (Etisalat) will make a decision on how to get into the Iraqi market this month as it continues to look at opportunities overseas, 'a company E.xecutive said on Monday.

    Jamal Jarwan, head of Etisalat's international operations, said the company was considering bidding for a licence in the war-torn country or tying up with Kurdish Iraqi operator Korek Telecom.

    "As far as Korek Telecom ... we hope that before the end of this year we have at least a clear position where Etisalat would go with this transaction," Jarwan said, without specifying if the UAE operator would buy a stake in the company.

    Etisalat, the Arab world's second biggest telecoms firm, has faced increased competition in its home market after its monopoly was broken in 2007 by Dubai-based du.

    Etisalat, operating in 18 countries, including Egypt and India, is one of a number of Gulf Arab telecom operators that have expanded overseas after losing their monopolies at home.

    Iraq's cabinet gave initial approval in July to a plan to issue a fourth m.obile phone licence, possibly to a firm to be founded jointly by Iraq and the private sector.

    Iraq currently has three m.obile phone operators -- Kuwait's Zain, Korek and Asiacell, a unit of Qatar Telecommunications Co, each of which has paid the government $1.25 billion in licence fees.

    Presidential Board, IHEC set March 6 to hold elections

    The Presidential Board and the Independent High Electoral Commission (IHEC) agreed to set next March 6 to hold the coming parliamentary elections, according to a presidential statement.

    “The Presidential Board and the IHEC agreed to hold elections on Saturday (March 6, 2010),” the statement quoted Nassier al-Aani, head of the presidential divan, as saying at a joint press conference with Head of the IHEC, Faraj al-Haidari.

    “The two officials tackled all circumstances and preparations to help the IHEC in the elections,” the statement added.

    “The Presidential Board will issue today (Dec. 8) or Wednesday (Dec. 9) a republican decree in this regard,” al-Aani said.

    During an emergency session convened 10 minutes before a midnight deadline on Sunday (Dec. 6), Iraqi parliamentarians approved the first amendment to the country’s election law, increasing the number of seats to 325 in next year’s election.

    Maliki says today’s blasts carry al-Baath, al-Qaeda fingerprints

    Iraqi Prime Minister Nouri al-Maliki said on Tuesday that the blast that hit several parts of Baghdad carry the fingerprints of al-Baath and al-Qaeda, calling in security authorities to take more security measures, according to a statement released by his office.
