    Araji: Appeals Chamber will be announced tomorrow on the final outcome of appeals

    Prime Legal Committee in the Iraqi parliament on Wednesday, that the Commission will end the discriminatory Do it, on Thursday, after the announcement of final results of appeals submitted to it.

    Bahaa al-Araji in an interview with "Alsumaria News," that "the discriminatory so far completed about 100 files from the files of conscientious objectors to the decision of including them in mop-up", stating that "the Commission will be closed on this file, to announce the final results of all appeals submitted to it."

    The First Deputy Chairman of the Iraqi Parliament Khalid al-Attiyah said in an interview for "Alsumaria News" last Sunday, the body charged with discriminatory to hear appeals submitted by the candidates covered by the decisions of the accountability and justice down from its decision to defer consideration of appeals submitted to it until after the parliamentary elections the next, and will consider the discrimination in the appeals before the date of election campaigns.

    The Appeals Chamber, which hears appeals submitted by persons excluded from the elections announced, on Wednesday afternoon last day on the third of February, the abolition of the current decisions of the accountability and justice, and allowed the excluded persons and entities participating in the elections to be reviewed on appeal after the elections, and has Electoral Commission following the lifting of an urgent request to the Federal Supreme Court to determine the mandatory decision of the Commission on the abolition of the discriminatory decisions of the accountability and justice, and said it would not take any decision on the decision of the discrimination only after the response of the Federal Court.

    GCC's bank governors to hold talks

    GCC central bank governors will hold the first meeting of their joint monetary council on March 30, the next step towards monetary union, the head of the GCC was quoted as saying yesterday.

    The governors of the four Gulf states planning monetary union Saudi Arabia, Bahrain, Qatar and Kuwait will discuss legal and administrative issues in order "to speed up the single currency," Abdulrahman Al Attiyah, the bloc's secretary-general, was quoted as saying by Qatar's state news agency QNA.

    Rulers from the world's top oil exporting region endorsed the much-delayed monetary union in December despite the withdrawal last year of the UAE and Oman, which pulled out in 2006.

    At the meeting, the governors will form a board of directors for the project, Al Attiyah said.

    Al Attiyah said there was still hope the UAE, which opted out of the monetary union in May in protest over a decision to base the Gulf central bank in Saudi Arabia, would change its mind.

    "We hope the UAE will return to the fold," he said.

    The UAE's withdrawal dealt a serious blow to the project.

    Ibrahim Al Ibrahim, an advisor to Qatar's ruler, yesterday said he thought the UAE would likely return to the project.

    "I have a feeling they'll come back," he said.

    The GCC abandoned last year an initial deadline for issuing common notes and coins this year, saying a joint monetary council would determine a new timetable for its issuance. Al Attiyah did not offer any indication as to whether this meeting would discuss a new timetable for the project.

    Egypt's Orascom to invest in Iraq

    Al Mal newspaper said Tuesday that Orascom Housing, a subsidiary of Orascom Development Holding is negotiating with Iraq to buy a piece of land to set up a Housing Co-op.

    The paper said, quoting the news agency Wednesday that the door of Orascom Housing, differentiation between the two plots of land in the towns of Taji, which is located in central Iraq, and Basra in the south and it was waiting for the pricing of government land, which will be the standard choice between them. The area of each of the two pieces of nine million square meters.

    Said Amr Sheta, vice-chairman and co-CEO of Orascom Development Holding, told Reuters are always looking for opportunities all over the world and Iraq is no exception.

    The formation of the fourth subsidiary of the Ministry of Oil

    Oil Minister Hussein al-Shahristani, the formation of a national oil company fourth to oversee the development of oil fields after the ministry has signed 10 contracts with foreign companies.

    An investment project to build oil refinery in Basra

    Director of Basra Investment Commission, Wednesday, that the Authority is currently considering a project to establish an oil refinery maintenance made by one local investors.

    Said Dr. Haider Ali Fadel told (Voices of Iraq) that the Basra Investment Commission "is currently studying a project to establish an oil refinery maintenance covering its actual needs of fuel, made by one local investors," adding that "the Commission is prepared to send all requests for the establishment of such projects to the Ministry of Oil."

    The Fadel, "The Oil Ministry announced preliminary approval to refinery projects after receiving Basra Investment Commission recently a number of projects the construction of refineries of international companies, it now awaits the completion of the study their own," adding that "requests must be supported by all of the information on the establishment of refined to enable the body to bring full information and all approvals in this regard."

    MPs rule out postponement of the elections looming and the Office of the Message from al-Maliki eliminates the need for special meeting

    He explained that the reason for the risk of delaying the date for the next legislative elections, is due to the lack of sufficient time to start campaigning.

    Lukoil eyes profit in Iraq
    Russia's largest private oil company, Lukoil, has told RT it can make a profit from its huge investment in Iraq.

    The head of the firm's overseas operations, Andrey Kuzyaev, admitted that these days they must take risks to make a profit. West Qurna contains the world's second largest known oil reserves. In December Lukoil and Norway's Statoil won the right to develop stage 2 of the project. The companies will earn only $1.15 a barrel under their contract with Iraq's oil ministry, but Kuzyaev says the $30 billion investment is worth it.

    “Deposits in Iraq are incomparable with those in any part of the glove. Developing the world’s largest hydrocarbon fields stimulates technology and supports contractors with Russian companies among them.”

    Experts say when Iraqi hits full-scale production, world prices will fall. Kuzaev denied the claims.

    “Iraq is a part of OPEC – and the organization won't let it happen. With falling oil production worldwide, Iraqi oil may be just enough for a resurgent global demand.”

    It's not just about short-term gains. Production in Iraq will give Lukoil greater access to the fast-growing markets of Southeast Asia and China.
    Lukoil is also moving into Venezuela, with the $20 billion Orinoco Belt project.

    “We understand the risks of working in Venezuela and we do share the views of analysts in this regard. It’s not just an agreement between us and PDVSA above it we have the agreement between the two governments that state very clearly the issues of regulating and operating these risks.”

    In today's world, Kuzaev admits, oil companies have to take increasing risks to make a profit.

    WesternZagros suspends wildcat well in Iraq

    Calgary-based WesternZagros said Monday it has suspended the drilling of its latest wildcat exploration well in Iraqi-controlled Kurdistan after encountering unexpected high pressures.

    In a news release, WesternZagros said the Kurdamir-1 exploration well reached 4,077 metres and subsequently encountered a high-pressure zone the company determined to be beyond the safety limit of the well.
    Well control operations are underway to counter the high formation pressures encountered at the bottom of the hole, it added.

    The company said the well encountered oil and gas in shallower zones, which will be tested once the well control operations are complete.
    In other news, an independent geochemical evaluation of the condensate tested previously from the shallower Oligocene reservoir indicates it is associated with an oil-prone source deeper in the Kurdamir structure.

    The Kurdamir-1 is a wildcat exploration well located on the Kalar Bawanoor block in the Kurdistan region of Iraq. WesternZagros is drilling the well in partnership with the Kurdistan regional government and Talisman Energy Inc.

    Barring former Baathists from elections may ignite a new civil war

    There is a ruinous struggle going on in Iraq since April, 2003, when U.S. forces entered Baghdad.

    It resembles in several aspects a war in proxy fought under the umbrella of U.S. occupation. The combatants are Iran and parties such as Saudi Arabia and other destructive forces some of which are Arabs by identity.

    The struggle has been the bloodiest one can imagine. Its victims have been the sons and daughters of the Iraqi people.

    The weapons of choice for this bloody struggle have been terrorist attacks which targeted all sectors of the Iraqi society among them Iraqi Christians who have found themselves alongside their countrymen in the abyss of a sectarian struggle Iraqi factions have used to gain power at the expense of the blood of innocent Iraqis.

    The current battle over the removal of former Baath party members, the so-called debaathification, is being fought by Iraqi political factions as a reminder of previous battles that caused Iraqis massive damage and casualties.

    The factions, whether in power and outside, see themselves as enemies striving to exterminate the other and not accommodate it.

    Those Arab nationalists working for the return of Baath party to power find the killing and murder of innocent Muslim Shiite pilgrims a “legitimate” way to express their rejection of the status quo.

    The other side, including those in power, exclude the Baathists on the pretext that their victims, the Iraqi people, do not want to see them integrated into the society.

    Both sides ruin the country in the name of the Iraqi people and the Iraqi people have nothing to do with it. The Iraqi people are powerless. Their voice reaches nowhere. The new Iraq has made victims of them. Nothing less. Nothing more.

    It is so sad to see each side blaming the other for the rivers of innocent blood that has been flowing since 2003. Each side says it has the evidence to prove who has been behind the merciless killing. The truth for the hapless Iraqis lies in the fact that both are accountable. Both are to blame.

    The debaathification is not only for the exclusion of former Baathists. Each party is using it to uproot the other. They hate each other to the extent that they prefer the ‘doors of hell’ to the ‘doors of peace’.

    The question now is who is going to uproot the other. As the factions fight pitched battles on the streets of Baghdad via suicide bombings, assassinations and the recent upsurge in insecurity, a specter of a new and ferocious civil war looms.

    Iraqi political leaders are called upon to resort to reason and beware of the ruinous recipes being cooked for the Iraqi people in some neighboring states.

    The previous civil war for which we all paid a heavy price has not subsided. Its fires could rage any time.

    And the current attempt to exclude former Baathists on alleged claims that their hands are tainted with the blood of the Iraqi people could ignite the fires once again.

    Debaathification has turned into a time bomb. If it explodes, it will burn almost everybody this time.

    Iraq seeks to boost oil prices – Minister

    Iraq’s oil strategy will rely on boosting prices, not only production, th Iraqi Oil Minister said on Wednesday.

    “Any future increase in Iraq’s oil production should not negatively affect oil prices,” Minister Hussein al-Shahrestani said.

    He said that Iraq will control its oil prices by controlling production.

    “Iraq will talk to other oil producers, but will make its own decision to maximize revenues,” al-Shahrestani said.

    He said that Iraq will not be committed to its maximum production capacity but to the maximum revenues the country can achieve.
