Iraqis await glimpse of new political landscape

Iraqis were expected to get a glimpse of the country's new political landscape on Thursday when first official results from weekend elections are released. Electoral commission official Hamdiyah al-Husseini insisted preliminary findings would be released once 30 percent of votes cast in Sunday's poll had been counted by later Thursday.

"The counting is taking place normally (and) there is no problem," Husseini told AFP on Wednesday.

The complete results were expected to be announced on March 18 and the final official results -- after any appeals are taken into account -- will come at the end of the month. But Thursday's initial results will likely provide an early indication of Iraq's new political chessboard.

Prime Minister Nuri al-Maliki, a Shiite who helped ease the country's deadly sectarian strife, has emerged as front-runner, according to estimates AFP obtained from officials across the state. But he could face a tough battle to cling to power after the vote that saw millions defy bomb, mortar and rocket attacks, which killed 38 people, to cast their ballots. His State of Law Alliance was ahead in Shiite regions, while Iyad Allawi, a former premier who heads the secular Iraqiya list, led in Sunni areas, according to estimates.

The other leading list is the Iraq National Alliance, dominated by two Shiite religious parties -- the Supreme Iraqi Islamic Council and the movement of radical cleric Moqtada al-Sadr, who led two uprisings against US troops.

The commander of US forces in Iraq on Tuesday predicted it would take "a couple of months" for leaders to form a post-election government but downplayed fears of instability. General Ray Odierno said he had been in close touch with Iraqi authorities about ensuring security after the country's second election since the 2003 US-led invasion.

"Clearly we understand that this is a transition time and transitions are always a time of risk," he told US public t.elevision.

"But we have worked very hard with the government of Iraq ... to try to ensure that security will remain," he said. "I believe we will be able to do that through this critical period."

President Barack Obama earlier paid tribute to the "courage and resilience" of Iraqi voters who posted a 62.4 percent turnout despite periodic violence. The US has promised to withdraw all American troops from Iraq by the end of next year.

Kurds denounce call for Arab to be next Iraqi President

Kurdish officials lashed out at Iraq's Sunni Vice President Tareq al-Hashemi on Thursday, accusing him of stirring sectarian discord after he said an Arab should be the country's next president.

Iraq's current president, Jalal Talabani, is a Kurd and he has said he wants to be reappointed once a new government is formed after parliamentary elections that took place on Sunday.

"The declarations of Hashemi aim at reawakening chauvinistic sentiments but the Iraqi constitution stipulates equality among all Iraqis regardless of religion or ethnicity," a statement from the government of the autonomous Kurdish region said.

Hashemi "undermines the foundations of the new democratic Iraq," said the statement, translated from Arabic.

The vice president had said earlier that "Iraq is an Arab country and it is legitimate that an Arab be appointed head of state."

He added, however, that he believed it was also "legitimate" for Kurds to want a Kurd in the position.

Currently there are two vice presidents, one a Sunni and one a Shiite. That arrangement is due to be abandoned when the next government is formed, leaving just the president's post.

Sunnis are a minority in Iraq but ruled the country since its creation in 1920.

Since the 2003 US-led ouster of Saddam Hussein, Shiites have dominated the political landscape nationally, while the Kurds have been able to run their autonomous region in the north.

Iraq Central Bank policy aims to limit inflation

Iraq Central Bank Governor said that the policy of the Bank is based on enticing the funds to Iraqi banks and not the other way round and that in order to limit the financial inflation in Iraq. Iraq Central Bank is keen to raise the interest or to make it equivalent to the rate of inflation in the country and that in order to encourage the citizen to save thus the money flow would be directed towards the Central Bank instead of the market which limits the inflation, he added. Iraq Central Bank closely observes the movement of the market and the rate of inflation in Iraq.

Analysts: change the political landscape in Iraq would not be radically

Observers and political analysts elections VII of March, the crucial point in the political history of Iraq after the fall of the former regime in April 2003, but it will not amount to "turn the tables."

The MP said Izzat Shabandar said: "This election is very important, and be fought under the new electoral law, which guarantees the right to vote the list open, for the first time, will direct the voter to choose candidates and their representatives in the next parliament."

The Shabandar that the people's choice this time will be after the failure of motivation and emotional impact of religious symbols, and the Iraqi street will vote after the experience gained from the mistakes of the past, and the recent parliamentary life, which lasted for four years, he heard a lot of promises and covenants.

He added that the next stage is the stage of the elections, because the majority will be the political majority, and will benefit democratically, and there will be a consensual democracy, while MP Hasan al-coming elections are very important in modern political history of Iraq, as they move from the stage of Iraq civil war and sectarian tensions and polarizations narrow to the level of political mobility, and the presence of a strong parliament will move the political machine.

And that the elections will help the Iraqi scene of a long-term, not just four years, but perhaps for more than ten years to come, owing to political stability and away from the election programs and getting rid of sectarian reign of terror away from the influences that forced voters to vote for a component without the other, and it will ensure the future of the political blocs.

In this regard, The Secretary of the Communist Party, Hamid Majid Mousa, the upcoming elections is important, to be held in exceptional circumstances, linked to the need to complete the security arrangements and the withdrawal of foreign forces from Iraq, to consolidate the work of the legislative and e.xecutive institutions and the consolidation of democratic values and the elements of the civil state, so the future of the political process is linked to successful or failure of this historic moment that will decide which Iraqi voters choose their representatives, who will determine the features of the e.xecutive branch to come.

He added: "This is a phase lag between the two paths are important, the previous conditions, all the positives and negatives, and Stffersh election results for the next phase, especially that Iraq is at a turning point is important in the restoration of sovereignty and Alastguetal and provide the necessary supplies for the withdrawal of foreign forces and the rebuilding of contemporary life."

According to Kurdish political Saadi Barzanji the coming elections are p.almasirip, but it is just like any other elections, regular elections, but will include the participation of a wider audience than previous elections, and this fragmented electoral competition will vote, because the blocks had small they were, fragmented, and therefore the sequence of priorities or lists that will win will be variable, and not similar to the previous experience, and the importance of this election back to the results, which emerged from the political majority against strong opposition.

He pointed out that the next phase will see the termination of triple combination for the presidency, as is a mistake committed against the interests of Iraq, which was not yet stable politically and constitutionally, Iraq is still in transition, and the political consensus is different from the quotas, and the latter emphasizes the intransigence of the component to get Doe on certain positions , while the consensus is convergence of views between the various parties to come out with positive results, and resolving crises and political problems, it is suitable for normal of Iraq's numerous ethnic groups and political persuasions.

The political analyst Ibrahim al-Khayyat that the importance of this election is that improvements in security clearly witnessed in many parts of Iraq, which had been forced not to participate in the year 2005, because of terrorism and the dominance of militias and armed gangs, and not to extend state control over all parts of Iraq, and lack of understanding of a lot of Iraqis Omda change, but now it has changed the situation, and lost the allegations of sectarianism and narrow party importance and role in this election, making the process even more difficult to convince the political blocs in the Iraqi voter, after these blocks was easy for her that tackles the words and emotions of the voter program sectarianism.
