    Iyad Allawi supports vote recount under international supervision

    Head of the al-Iraqiya List, Iyad Allawi, said on Tuesday that he supports the vote recount under a ‘tight’ international supervision, stressing that the outcome of the elections is clear.

    “Security authorities arrested my supporters before elections in Basra,” Allawi said at a press conference in Baghdad today.

    Allawi also underlined al-Iraqiya List’s constitutional right to form the coming government, calling for forming a national partnership government able to serve Iraqis.

    A panel had ordered a recount of ballots cast in Baghdad in Iraq’s March 7 election.

    Electoral commissioner Hamdiya al-Husseini said the manual recount would begin immediately but she was not sure how long it would take.

    The al-Iraqiya list of a former prime minister, Iyad Allawi, came first with 91 seats, according to preliminary results.

    Iraqi-Turkish conference in Basra

    A joint conference was held on Tuesday by the Iraqi businessmen association with the Turkish consulate in Basra to develop commercial relations between the two countries, according to the association’s chairman.

    “The conference which was held in Basra, with the attendance of Turkish consul and a number of Iraqi and Turkish businessmen discussed ways to develop commercial relations between the two sides,” Subeih Yousr al-Hashemi told Aswat al-Iraq news agency.

    There is a great desire by the Turkish businessmen to implement projects in Basra, he added.

    “The Turkish tackled also all difficulties facing the development of economic relations with the rest of the world and those which seek to invest in Basra,” the Iraqi official said.

    CBI sells $135m on Tuesday

    The Central Bank of Iraq’s (CBI) dollar sales went up to $135.930 million in its daily auction on Tuesday, compared to $109.701 in the previous session.

    “The demand hit $4.310 million in cash, covered at an exchange rate of 1,183 Iraqi dinars per dollar, and $131.620 million in foreign transfers outside the country, covered at an exchange rate of 1,173 Iraqi dinars per dollar,” according to a CBI news bulletin received by Aswat al-Iraq news agency.

    None of the 11 banks that participated in today’s session offered to sell dollars.

    Iraq to produce more than 400,000 oil barrels daily from central fields

    Iraq’s Ministry of Oil says it expects output from oil fields in central Iraq to reach more than 400,000 barrels a day in four years.

    Central Iraq includes the Province of Baghdad which itself sits on a huge lake of crude and other adjacent provinces where fields with billions of barrels of proven reserves are located.

    Foreign firms have won contracts to develop some fields in the region while others will be developed by national oil companies.

    Iraq is now divided into four oil-producing regions with each administered by a separate national oil firm – one for the north, one for the south, one for the Province of Missan and the fourth for the center.

    Iraq had auctioned several fields in the center of the country which are now overseen by the its fourth state oil company.

    One of them is al-Badra border field which is expected to produce 200,000 barrels a day.

    The other is al-Ahdab which a Chinese firm is currently developing. The field should produce up to 200,000 barrels a day in four years.

    The Sharq (Easter) Baghdad field is being developed by national firms with a projected output of 40,000 barrels.

    Iraq, Japan to discuss donation

    Iraqi Council of Ministers has authorized finance minister to discuss how to invest $220 million donated by Japan with the Japanese ambassador to Iraq.

    "The decision comes to improve important sectors that affect people's life, such as health, communication, and oil," Dr. Ali al-Dabbagh, the official spokesperson of the Iraqi government, said in a release on Tuesday received by Aswat al-Iraq news agency.

    He noted that the decision also aims at exploiting this donation to its maximum limits.

    Baghdad recount throws Iraq election wide open

    The result of Iraq's election was thrown wide open Monday when a judicial panel ordered that ballots cast in Baghdad be manually recounted in a surprise move that could affect who leads the country.

    The decision came after an appeal by Prime Minister Nuri al-Maliki who, according to unofficial results, narrowly lost the March 7 vote to his rival and former premier Iyad Allawi.

    Baghdad, with a total of 70 seats, was by far the biggest prize for parties who competed in the second national election since the 2003 ouster of Saddam Hussein, which will eventually lead to a new parliament comprising 325 MPs.

    Although Maliki, a Shiite, came out ahead in the capital -- winning 26 seats to Allawi's 24 -- he alleged there had been manipulation in voting stations and that he had lost a total of 750,000 votes in five provinces, including Baghdad.

    The recount could lead to a wider winning margin for the incumbent premier in the capital, allowing him to overturn his 89-91 defeat nationally to Allawi's secular Iraqiya coalition.

    "The judicial panel decided to recount the votes in Baghdad," said Hamdiyah al-Husseini, of the Independent High Electoral Commission (IHEC), whose colleague, Iyad al-Kenani, confirmed that it would be a manual recount.

    A key Maliki ally said the recount was a direct result of the State of Law's appeal and that it expected to gain seats.

    "The committee discussed all the documents and evidence that prove that there was some manipulation in voting stations," said Hassen al-Senaed, a State of Law parliamentarian.

    "We expect an increase in our number of seats in Baghdad. The manipulation included the changing of signatures and the removal of names and numbers and changing of ballots," he said.

    No one from Iraqiya, led by former Shiite premier Allawi but regarded as a secular coalition that won strong support in Sunni provinces, was immediately available for comment.

    UN special representative to Iraq Ad Melkert last month described the polls as "credible" after the IHEC said there was no evidence of systematic or widespread fraud in the counting of ballots.

    The judicial panel that ordered the Baghdad recount was established by IHEC to handle complaints from aggrieved parties about the conduct of the election.

    "The appeal committee was convinced on the basis of the evidence and they took the decision to recount in all stations in Baghdad," Senaed added.
    The recount is likely to add to the sense of political instability that has been apparent in Iraq since last month's inconclusive election.

    With neither Allawi nor Maliki gaining anywhere near the 163 seats necessary to form a government on their own, the weeks since have been dominated by talks with smaller parties, some with close ties to Iran, to build a coalition.

    Among those whose support the pair, the main candidates for the prime minister's post, have been jostling for is that of the Sadrist movement of anti-US cleric Moqtada al-Sadr. Sadr, who has been in self-imposed exile in Iran for the past three years, however, has issued several statements in recent weeks criticising Maliki.

    The President of the Supreme Islamic Council Ammar al-Hakim doubts about the enjoyment of both al-Maliki, Allawi enough public support to lead the new Iraqi government.

    Hakim said in a newspaper interview not rejecting any of the candidates, if agreed by all competing parties, refusing to sign the period that it takes six major alliances to reach a settlement formulate form the next government.

    The head of the Supreme Council should be talking about a person should be accepted on a national level, because the prime minister will be judged not only his party or mass, but Iraq will be judged as a whole, noting the lack of enjoyment of Allawi al-Maliki and the level required for admission.

    Talabani supports the Alliance of the rule of law and the requirement of the National Coalition Roundtable

    Announced that the Office of President Jalal Talabani, the president supported the idea of a coalition alliance between state law and the Iraqi National to form the next government requirement of a round-table dialogue called for by Ammar al-Hakim earlier.

    The office said in a statement posted on the presidency, on Monday, Talabani was seen in the Union list the National Coalition and the State law requirement to hold a round-table dialogue, because the initial trading showed the unwillingness of one of such participation at the present time by the Union to achieve them.

    The statement added that the president supports a word to agree the new deputies from all components of Iraqi society to form a government of national unity and a genuine partnership.

    Kurdistan delegation negotiating postpone his visit to Baghdad until after the election results are ratified

    Postponed the delegation of the Kurdistan Alliance negotiator's visit to Baghdad until the Federal Court approval on the results of parliamentary elections.

    And the spokesman for the Kurdistan Alliance List Faryad Raundozi "The visit of the delegation negotiating to form the next government, has been postponed pending a decision of the Federal Court to ratify the election results."

    In the same context, the decision of the Roandzi commitment to its list of the judiciary on a recount of the votes in Baghdad, noting that the situation does not tolerate any more delay and complexity.

    Roandzi said that the Kurds are committed to any decision of the Court and the Electoral Commission, as well as that we had observations mainly on the election law and on the database and the method of distribution of compensatory seats and vote in some areas.
