Cabinet approves draft law on ratification of an exchange of letters, notes and minutes of discussions on the Japanese loan to the Republic of Iraq
Announced the government spokesman Ali al-Dabbagh said the Cabinet decided to approve the draft law of ratification of an exchange of letters, notes and minutes of discussions on the Japanese loan to the Republic of Iraq signed in Baghdad on 21.2.2010 and forwarded to the House of Representatives based on the provisions of Articles (61 / item I. and 80 / item II) of the Constitution.
The al-Dabbagh said in a statement issued by his office received by the independent press (Iba) copy of the approval of the draft law of ratification of the letters written pleadings and the record of the discussions on the loan of Japan to Iraq comes as a step process and a legal framework for these agreements to obtain such a loan, according to accessible formats and an interest rate specific belief of the Iraqi government to allow international cooperation to translate into practical reality and to take such projects on its way for implementation to serve the Iraqi citizen who is dire need for such projects in order to enjoy the important contribution of his services and reflects the pursuit of friendly countries such as Japan to fulfilling its promises to re- reconstruction of Iraq and send a message to the world that Iraq is open to the international community.
Dabbagh said the Cabinet had already decided in a regular session to approve to authorize the Minister of Finance to negotiate and sign the agreements of the Japanese loan was Finance Minister and the Ambassador of Japan to the Republic of Iraq signed an exchange of letters, as well as the minutes to be discussed in Baghdad on 21/2/2010.
He said those letters, the record of the discussions concerning the submission of a loan from the Government of Japan amounting to (87,840) million yen for a period of (40) years, including (10) years grace period, and (30) years to repay the loan and the interest rate by (0,65%) per annum and is used loan to finance the water supply of central and western Iraq, a project to build a power plant cane species, and the construction of Station (Derlok) electric where loan aims to contribute to the rebuilding of Iraq and promoting economic stability and restore infrastructure and the promotion of financial ties between Iraq and Japan.
He said the Ministry of Finance has prepared a draft law on ratification of letters, the exchange of notes and minutes of talks on a loan of Japan to the Republic of Iraq signed on 21.2.2010 it was stated in the letters referred to above, that the loan comes in accordance with local laws and regulations in force in Japan and is submitted to the Government of the Republic of Iraq by the Japan International Cooperation Agency to implement a range of projects in accordance with the allocation of each project and the credit will be available to cover payments made by the Iraqi authorities carried out to suppliers, contractors or consultants from countries eligible for contracts to be concluded between them to produce or purchase or provide services required for the implementation of the projects mentioned.
Dabbagh said that the Republic of Iraq stresses that products and services to be purchased will be in accordance with the Procurement Manual prepared by the Japan International Cooperation Agency will give Japanese citizens needed their services in the Republic of Iraq facilities, entry and residence to perform their jobs and excludes the Iraqi government, Japanese companies operating Kmjhazeen, contractors and consultants from all duties and taxes imposed in the Republic of Iraq as it comes to income resulting from the processing of products or services to be provided under the loan.
Also be excluded Japanese companies from all customs duties and commissions financial constraints of the Republic of Iraq relating to import or re-export their materials and equipment needed in the e.xecution of projects referred to and the government of the Republic of Iraq, the actions necessary to ensure the use of the loan properly and exclusively for the projects while ensuring the maintaining the integrity of persons employed in those projects and maintenance of construction sites set up under the loan and use of accurate and effective for the loan described in this understanding.
Al-Dabbagh said on the exchange of letters and the minutes of negotiations has received approval from both sides are negotiating and the Embassy of Japan and the Ministry of Finance of the Republic of Iraq.

A roadside bomb south of Mosul, Thursday, damaging to the oil pipeline between Iraq and Turkey.

Faraj: Re-counting will not start Saturday and was rumored by some Parties

Alckheon said that the ministry "put certain controls to prevent the increase of private banks indiscriminately in Iraq in order to adjust the banking system."

CBI sells $52m on Thursday
The Central Bank of Iraq’s (CBI) dollar sales went down to $52.055 million in its daily action on Thursday, compared to $181.031 in the previous session.
“The demand hits $2.640 million in cash, covered at an exchange rate of 1,183 Iraqi dinars per dollar, and $49.415 million in foreign transfers outside the country, covered at an exchange rate of 1,173 Iraqi dinars per dollar,” according to a CBI news bulletin received by Aswat al-Iraq news agency.
None of the 10 banks that participated in today’s session offered to sell dollars.

NOC digs 9 new oil wells
Iraqi state-run North Oil Company (NOC) said that it finalized the process of digging nine new oil wells.
“NOC seeks to rehabilitate 13 other oil wells during the coming days,” a source from the company told Aswat al-Iraq news agency.
He noted that production rates of the company have been increased by a margin of more than 25 thousand barrels of oil.
