    Iraq says no intention to auction more oilfields - INTERVIEW

    Iraq's two remaining supergiant oilfields, Kirkuk and East Baghdad, are not on the table for joint development with international oil firms following two oil contract bidding rounds last year, a senior Iraqi oil official said on Tuesday.

    Emerging from violence, Iraq is in desperate need of billions of dollars to rebuild. It signed 10 deals with global oil companies to develop some of its largest oilfields, in a bid to boost its crude output capacity to near Saudi Arabian levels of 12 million barrels per day from 2.5 million bpd now.

    Not all the oilfields that were auctioned in the two bidding rounds were awarded.

    No deals were struck for the supergiant 8.1-billion-barrel East Baghdad oilfield or the Kirkuk fields with an estimated 8.5 billion barrels in reserves. Nor were bids made for the smaller Eastern Fields and Middle Furat.

    Iraq and Royal Dutch Shell briefly explored the possibility of reviving talks over Kirkuk after the first bidding round last year, according to Iraqi officials, and there has also been some discussions over East Baghdad.

    But Abdul-Mahdy al-Ameedi, director of the Oil Ministry's licensing and contracting office, said that there were no talks now with any foreign oil companies to develop the fields.

    "We have offers from many companies, they want to develop them but really we don't," Ameedi told Reuters in an interview.

    "As you know the production levels that companies presented in the two bidding rounds was to reach more than 11 million bpd after six or seven years.

    "So adding more production to these numbers is not needed or wanted, that's why the ministry has no intention of discussing developing these fields with the companies."

    Ameedi also ruled out resuming talks with Japan's Nippon Oil Corp to develop the Nassiriya oilfield after months of talks reached a dead-end.

    It could be years before Iraq makes significant increases to current output and it could take longer than the seven years it projects to reach 12 million bpd, oil experts said. Baghdad's failure to reach past ambitious targets has fed scepticism.

    But production targets set by the international companies for the 10 signed deals have not changed as the companies start working on their development plans for the fields, Ameedi said.

    He added that such output targets could increase after seismic surveys are completed.

    "There is no intention to decrease these targets and the companies didn't ask for that," he said. "Maybe increase, yes, this of course depends on the agreed development plans."

    Years of war and economic sanctions have eroded Iraq's oil infrastructure. It is the only member of the 12-member OPEC producer group that does not have an agreed production limit.

    Iraq's Oil Minister Hussain al-Shahristani told Reuters last week that Iraq sees no need to even discuss an OPEC quota until its output reaches 4 million bpd and any talk of a specific limit before then is premature.

    A cap on oil output in the awarded fields could diminish returns for the companies that jumped at the chance to work in Iraq. The return rate on the contracts depends on firms hitting their targets fast.

    Ameedi said agreements signed with the oil companies included a provision related to any potential output curbs in the future to cope with an OPEC quota or falling oil prices.

    "The contracts have a clause to compensate companies for the period during which production is decreased," he said.

    "Either by extending the period of the contracts or by allowing contractors to produce more crude in the future."
