Herald Tribune: Iraqi politicians have reached an agreement to stop the eradication campaign and Talabani: eradication campaign has been stopped
Finally, Iraqi politicians to reach what seems to an agreement to halt the campaign which lasted four months, and was aimed at denying some of the candidates of the political action in connection with the Baath party,
And thus afford to eliminate the real obstacle to the process of forming a new government, which is long overdue.
It is known that the removal of hundreds of candidates before the election VII of the March parliamentary had sparked a major upheaval in the political arena in Iraq. Therefore had to result in depriving more candidates after the election of political activity to deepen the sense of crisis, reflecting the differences that still threaten the fragile political system in Iraq.
But officials now say they have reached an agreement on ending the campaign of de-Baathification, when he said President Jalal Talabani: I have stopped, and there is no more, but in spite of that the past had witnessed such predictions and assertions, it remained the issue stationary such as Abu horror in the world of politics Iraq.
But it's different this time, it seems, even the architect of the de-Baathification campaign that Ahmed Chalabi, who was formerly a close ally of America, is now recognized that the dispute over this process is over, will not be denied to any of the winning candidates from political action. This means in other words support to the coalition of former Prime Minister Iyad Allawi, who says that a constitutional right to form the next government.
But although the issue of who will be able to form a government remains unclear, especially since the recount of the vote in Baghdad, is still ongoing, U.S. officials welcomed the decision to stop the campaign to de-Baathification as a step forward.
Said Christopher Hill, U.S. ambassador to Iraq! It seems that there is a consensus is being formulated, that the time has come to move forward."
It should be noted that critics of the campaign of de-Baathification had been considered a means of settling accounts, but reopened the wounds of sectarian and reinforced the sense of the difficulty of national reconciliation, and others felt that the tradition of fake justice ridiculous confirmed the ability of one man is Chalabi, the formulation of policy directions of the affiliations and loyalties, personal did not face a little resistance.
Said Reidar Visser, an Iraq analyst at the Norwegian Institute of International Affairs: I do not doubt that the ability of Chalabi to manipulate Iraqi politics through the medium of de-Baathification is an amazing ability One year ago were not sectarian Iraqi politics as it appears today.
Visser says: it is through the imposition of de-Baathification process again able to re-Chalabi sectarian polarization of Iraqi politics.
Of course, Chalabi denies the existence of any other goals, saying that the campaign targeted only keep the Baath Party and sympathizers from the political scene in Iraq after Saddam.
It should be noted that the de-Baathification in origin, Paul Bremer, the ruler of Iraq during the early days of American occupation, when the ban on the Baath Party in May 2003 and created a committee in November that same year to oversee the prevention of all Party members adults with the exception of the smaller ones, the public service.
It is clear that the campaign of de-Baathification has returned and has appeared on the scene once again strongly after the election when it became clear that Allawi's coalition won parliamentary seats than it won by the consortium led by state law, the current Prime Minister Nuri al-Maliki.
The Commission has threatened to deny Chalabi nine candidates, 6 of whom Allawi coalition of political activity, and it seemed clear then that such a move political aims.
But it seems that the tension in the world of Iraqi politics push the various parties in the last week of the agreement to cancel the decisions of the Committee on Justice and Accountability, which emerged from the de-Baathification process, as agreed Chalabi not to oppose the appeals which were made by these candidates are deprived of the Court.

France Telecom Mulling an Investment in Iraq's M.obile Market
France Telecom has said that it is interested in buying a stake in an unnamed Iraqi m.obile operator but for now, the telecom giant has no plans to take control of it.
"France Telecom is looking at the matter of a m.obile operator in Iraq but there are no plans to take control in the short-term," a France Telecom spokesman told The Wall Street Journal, without providing further detail. France Telecom's new chief E.xecutive officer, Stephane Richard, has previously said that expansion in Africa and the Middle East is a priority for the group.
The only Iraqi operator that is known to be seeking an outside investor is Korek Telecom, although it is still continuing its long-running talks to sell a stake to UAE based Etisalat. Korek Telecom is still planning to list 25% of its shares on the local stock exchange, as required by its operating license.
The country has three operators, Zain, Asiacell and Korek Telecom.
Asiacell is actually a consortium is comprised of Asiacell Iraq - the earlier license holder, Qatar's Qtel and investment banking group, MerchantBridge. Orascom owned the Iraqna network, but failed to get an operating license in the last round of auctions and had tried to set up a joint venture with Korek Telecom but that fell apart. The break-down has left Korek with a national license, but coverage which is limited to mainly the Northern region of the country. An expansion to national coverage would need the financial muscle of an outside partner. Iraqna was later sold to Zain.
