    Hi Pat,

    I agree, trying to sort out a new prime minister is very trying. I don't post a lot of the different bickerings between the parties, because it seems to me it just goes on and on. It could fill pages and is quite boring to follow. Not much can get done while the government is in limbo like this. I fear it may be at least until september until something is sorted out. Lets hope sooner though!

    Member of the Rule of Law : Problems of the National Alliance and behind the delay in forming a government

    Attributed a member of the coalition, the rule of law, on Tuesday, forming a government to the problems within the Iraqi National Coalition, noting that the dialogues with Iraq may produce a joint alliance.

    Khaled al-Asadi told (Voices of Iraq) that the problems of the National Alliance and behind the delay in forming a government as a result of the lack of agreement on the nomination of a person the Prime Minister, pointing out that the National Coalition did not name candidates yet to become prime minister.

    He said the dialogues the rule of law with a coalition of Iraq could produce a partnership and alliance to form a government, adding that all blocs agreed on the principle of forming a government, the adoption of the national partnership, noting that such dialogues are going as planned, by building a system to run the government, regardless of who will run the government.

    Odierno : Iran -backed armed groups trying to launch attacks against U.S. forces in Iraq

    The commander of U.S. forces in Iraq, General Ray Odierno said his troops beefed up security at military bases deployed in the country, after receiving intelligence reports of armed groups trying to Iranian-backed attacks on U.S. forces.

    Odierno said in an interview with reporters in Baghdad on Tuesday that the information available suggests that the insurgents have been trained in Iran and seek to target U.S. military bases.

    Odierno said that these groups are closely linked to Iran's Revolutionary Guards, noting that U.S. and Iraqi forces intensified their joint operations to stifle them.

    The American commander that such threats would not affect plans for the withdrawal of combat brigades from Iraq, and it comes in the context of efforts to Tehran and other parties to influence the U.S. role in Iraq.

    Shahristani : Iraq's oil revenues expected to exceed two billion dollars

    Hussain al-Shahristani, Iraqi Oil Minister said on Tuesday that oil revenues of the Member State of the Organization of Petroleum Exporting more than expected by about two billion dollars in the first half of 2010.

    Shahristani said that the rise in revenue will allow us to reduce the budget deficit, which was expected to reach 22.9 trillion dinars (about 19.6 billion dollars).

    The minister said at a news conference, "what has been obtained from the revenue for sales of Iraqi oil during the first half of this year (2010) about two billion more than planned in the budgetary sphere."

    "The budget for 2010 was based on the deficit .. projected income was less than planned expenditure for the investment or operational .. there was a gap between spending and revenue expected."

    Parliament passed in January 2010 to spend federal budget volume 84.7 trillion dinars (about 72 billion dollars). Iraq's and predicted price of oil - the main source of revenue - of 62.5 dollars per barrel in the year to the end of 2010.

    It expects the budget to average oil exports 2.15 million barrels per day in 2010. The price of a futures contract for crude oil of about 77 U.S. dollars a barrel on Tuesday.

    The head of the State Oil Marketing Organization (SOMO ) said that the average exports of Iraqi crude oil stood at 1.9 million barrels per day in June, unchanged from the level of the previous month.

    In March, the International Monetary Fund said it was likely to record a deficit of Iraq in the budget for another two years before being assisted by high oil prices and production to return to surplus in 2012 .

    West Qurna Phase-2 Tenders Open

    Russia’s Lukoil and Norway’s Statoil have started issuing tenders for the multibillion project to develop Iraq’s supergiant West Qurna Phase 2 oil field in southern Iraq, a person familiar with the plans said Sunday, as reported by Reuters.

    The “first tender is a 3D seismic survey at the field”, the person said. A second tender calls for drilling between 50 and 60 oil wells, the source said, adding that the drilling will be carried out in stages.

    The first stage could be for the drilling of between seven to 10 wells in order to produce up to 120,000 barrels a day, which needs to be achieved by 2012, according to the deal Iraq signed with the two oil firms, the person added.

    Lukoil will also issue a series of tenders for surface installations at the field, such as man camps, pipelines and production facilities, among others.

    Lukoil is said to expect to award these contracts to “big and well-known firms such as Halliburton, Weatherford International, Schlumberger and others.”

    These oil services companies are already involved in projects in southern Iraq. Operator Lukoil and Statoil were awarded a 20-year service contract for West Qurna Phase 2 in Iraq’s second licensing round last December. Both promised to get the southern field pumping at a rate of 1.8 million barrels a day for payment of $1.15 per barrel. The development project is one of 11 that Iraq awarded in two licensing rounds last year. If all the companies deliver to the letter of their contracts, nearly 10 million barrels a day of capacity will be added to Iraq’s existing 2.5 million barrels a day by 2017.

    Electricity Ministry to Increase Production with Foreign Help

    The Iraqi Electricity Ministry is seeking to increase electricity production to 10,000 MW during the next 3 years,” the Director of the Planning & Studies Department at the Electricity Ministry said on Monday.

    “The Ministry has developed a plan parallel to the Investment Plan and presented it to investors in the electricity sector to implement projects that will increase the electricity production to 10 thousand MW during the next 3 years,” Qusay Abdul-Sattar said.

    “Iraq needs foreign expertise to implement its plans … the country will have a stable electricity supply by 2013, when its production capacity will reach approximately 12,000 MW, and this what Iraq effectively needs,” Abdul Sattar said.

    Baghdad Municipality : Tomorrow will be the foundation stone for Disney Land Iraq

    2 weeks not enough to form new government – Aaraji

    A two week time span is not enough time to reach an agreement on the new Iraqi government, before the next session of the country’s Parliament, Sadrist Lawmaker Bahaa al-Aaraji said on Wednesday.

    “There are no new results in negotiations between political blocs,” al-Aaraji told Aswat al-Iraq news agency.

    He described the negotiations as unserious.

    “The Parliament’s next session will be repeatedly postponed unless there is a real patriotic will to solve the problem,” al-Araji said, referring to the current political crisis in Iraq.

    Heads of political blocs have agreed to postpone the parliament’s session scheduled for July 13 for two weeks, as the Temporary Speaker of the Iraqi Parliament, Foad Maasom, had announced.

    Maasom had said that leaders of political blocs will meanwhile continue their meetings until they agree on what should happen during the session, two weeks from July 13.

    He noted that according to the constitution, lawmakers attending the session should select the parliament’s permanent speaker, his two deputies, and the president of Iraq.
    Political blocs have so far reached no agreement on who should hold each of these positions.

    Zebari: Government crisis is an Iraqi issue

    Iraqi Foreign Minister Hosheyar Zebari revealed in a joint press conference with his US counterpart Hillary Clinton following the second session of the US-Iraqi joint committee in Washington that there is an agreement on the necessity of accelerating the formation of the government.

    Zebari confirmed however his confidence that the government will be formed stressing that the governmental crisis is an “Iraqi issue”.
