There was a kid in my 7th grade science class who decided to try and find this out for himself.

He took a fork and wedged it in an outlet in our classroom. The outlet wasn't turned on, so it only happened when the teacher turned it on (when we weren't there.) The fork got welded to the outlet and is probably still there to this day.
