Depends on what kind of things you are looking for I guess. To be honest, both options are very good choices. But Bali will probably have better weather in November. When it comes to safety, both Sri Lanka and Indonesia are in the middle. The safety index is around 50% for each of them. In Indonesia I've been before, Sri Lanka is a destination that I plan on visiting. I have friends who have been there and liked it very much. I liked Bali, but I'm more curious about Sri Lanka, a place where I expect to be amazed.

I'm going to support the thread a bit and express my dissatisfaction with Bali. This place, as it seems to me, is quite exaggerated. No, well, people there are very polite and peaceful, many tourists from different parts of the world, and in general find peace on these islands is still possible. Suppose you stay in remote resorts from the cities, hotels. But I'm a person who isn't used to traveling without visiting the city, and in Bali in the towns is complete chaos, everywhere mopeds circle, no one follows the rules. Naturally, I was even afraid to rent a car, much less a moped. I decided to take the train. Just don't recommend it, it's not like in Europe, where flights are organized precisely to a second. Where you can easily find help with navigation and routes like this resource https://www.dbauskunft.com/de/. For Bali, you won't find anything like that, and there will often be situations where flights will be delayed, seats are overcrowded, and the service is way below what you encounter in hotels.
