i understood it to be that they were aligning the dinar to dollar rate in comparison with the euro to dollar rate, NOT dinar to euro directly, which in all practicality makes it dinar=euro in direct comparison to the dollar.

It essentially means, that for some time the IQD has been tracking the Euro.

Thanks for the post Mrs CK... very credible indeed.

There has been many rumours of the IQD revaluing at virtually 1:1 against the Euro, so this all makes perfect sense.
