the signing of the law is not the same as the summit i don't think. And I still don't think the summit has any affect on our rv.

From all I am reading, it appears that the Summit in Sept., is when the oil companies come together to negotiate their contracts.
The HCL is the law that will protect their money. Please correct if I am wrong.
